EXELMS - Senior Joint Fires Analyst - Exercise Planner Primary Location: Quantico, VA

Security Clearance: Top Secret/SCI Applied Training Solutions (ATS) is seeking a Senior Joint Fires Analyst - Exercise Planner to provide expertise to the External Elements (EXELMS) section of MSTP to support MEF/MEB-level exercise design, planning, and execution. The ideal candidate understands how Fires and Effects integrate into the Concept of Operations, the necessary horizontal and vertical coordination of targeting and fires missions and the totality of the targeting and fires enterprise across all fires agencies and C2 systems employed in each exercise. The candidate will have knowledge of and ability to gain the understanding of the Integrated Joint Special Technical Operations (IJSTO) and other OIE activities to assist in the full integration and how targeting systems transmit machine-to-machine targeting information and facilitate improvement of the MEF's ability to interoperate with the joint force now and in the future including new systems and upgrades to current systems. The mission of the MSTP is to: Train and Educate Marine Expeditionary Force (MEF) and Marine Expeditionary Brigades (MEB) Command Elements to conduct operations across the range of military operations, within the context of a Joint, Combined, or Coalition environment. Essential Duties and Responsibilities
- Execute the Joint Planning Process for Joint and Coalition fires, targeting coordination, and mission management in support of the organization's and training audience's objectives.
- Coordinate horizontal and vertical coordination of fires missions and accurate representation to ensure a common picture of targeting operational status across all fires agencies and C2 systems employed in a given exercise.
- Transmit machine-to-machine targeting information and facilitate improvement of the MEF's ability to interoperate with the joint force now and in the future including new systems and upgrades to current systems.
- Coordinate and execute fires missions across a constructive joint battlespace during preparation and execution of service, CCDR, and JTF-capable exercise lifecycles.
- Plan for the execution of the MAGTF fires and effects planning and execution as part of the planning process in coordination with a higher headquarters' Joint Targeting Cycle in support of training objectives during exercise development and execution.
- Conduct analysis of Fires and Effects targeting cycle processes; determines information exchange requirements and requirements for joint subject matter expertise to support training.
- Lead the development of scripted, scenario-based, Force/Joint level Fires and Targeting events as part of the Master Scenario Events List (MSEL) to generate training audience activity.
- Attend conferences and meetings; lead a Fires and Effects Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training
- Advise active-duty and reserve officers at a simulated Higher and Adjacent Headquarters staff on the execution of planned exercise events to ensure all training objectives are met.
- Support extended work hours in support of 12 to 24-hour continuous operations during events.
- Conduct tactical and operational planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations.
- Perform research of existing and emerging operational concepts.
- Support Marine Corps and joint doctrine documents, best practices, and tactics, techniques and procedures not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).
Required Skills/Qualifications
- 10+ years of operational experience in deployment and employment of ground combat, supporting arms, and combat service support units and experience at the division level or higher.
- 8 +years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level as measured by operational force employment experience.
- Possess detailed and functional knowledge of the Marine Corps and Joint/Combined Planning Process and Marine Corps and joint doctrine related to Fires.
- Senior staff planning experience in Joint Operations Planning Process and/or the Marine Corps Planning Process at a JTF, MEF, MEB, Division, or Wing staff.
- Experience writing orders IAW CJCSM 3130.03A, Planning and Execution Formats and Guidance and NATO Order format.
- Must be able to translate training objectives into observable and measurable Fires and Effects training activities. Ability to eventually learn and incorporate IJSTO into JELC process.
- Experience conducting tactical and operational level planning and targeting at the conceptual, functional, and detailed levels for service and functional components, as well as joint headquarters.
- Completion of Intermediate and Senior Service School.
- Knowledge of and product development in support of MAGTF levels fires and effects processes.
- Knowledge of command-and-control systems related to fires processes.
- Background at varying echelons of command to include JTF, MEF, MEB, or MSC. Understand how a MAGTF coordinates with and supports the joint/combined fight along with the associated entities (airpower, Naval, Joint, Coalition).
- Knowledge of maritime planning, processes and control procedures at the tactical to operational level of war ensures naval integrated training audiences operate in a realistic joint Fires and Targeting operational environment.
- Knowledge of the maritime domain, providing integrated prosecution of deliberate and dynamic targets in the maritime domain.
- Knowledge of the Joint Automated Deep Operations Coordination System (JADOCS) and Advanced Field Artillery Tactical Data System (AFATDS).
Desired Skills/Qualifications
- Direct participation in real world operations.
- Recent Active-Duty experience (within 5 years) as MEB (or higher echelon) G-3, or senior leadership in a Fires and Effects Coordination Center (FECC).
- Experience in a Maritime Operations Center Fires and Effects Cell.
- Senior-Level - Advanced Degree or equivalent w/ 15+ Years Direct Relevant Experience.
- Familiar with developing events to support a Master Scenario Events List (MSEL).
- Proficiency using MS Word, Excel, Teams, Adobe, and Outlook skills.
- Strong verbal, written, interpersonal, communication and presentation skills.
Physical Requirements and Work Environment
- Normal Office Environment.
Travel 30-40%, primarily to Camp Lejeune, NC; Camp Pendleton, CA; and Okinawa
