Outreach Program Evaluation Specialist

Job Summary:

This position is located in the Wisconsin Department of Health Services (DHS), Division of Public Health (DPH), Bureau of Environmental and Occupational Health (BEOH), Hazard Assessment Section and is maintained through a contract and ongoing partnership with the UW School of Medicine and Public Health's Department of Population Health Sciences (PHS).

BEOH is committed to ensuring each person can breathe clean air, drink clean water, and grow up, live, and work in healthy spaces. BEOH leads with prevention, focusing on safe environments and healthy communities and working collectively with partners to recognize, evaluate and control environmental public health hazards.

The evaluation specialist is responsible for developing, coordinating, and implementing program evaluation activities for DHS CDC-funded Climate and Health Program. Through this project, this position will improve the capacity of the Wisconsin Department of Health Services to respond and adapt to climate-related public health impacts across the state with a focus on at risk populations. The Climate and Health Program works to engage statewide efforts to adapt to or mitigate climate change through extreme weather and flood preparedness, air quality improvement, heat adaptations, and climate and health communication and education.

Throughout this project, DHS will leverage existing resources and partnerships in the state to improve health outcomes related to extreme heat, air quality, and severe weather and flooding. Evaluation activities include developing and leading evaluation measures for this program, providing technical assistance to partners and conducting annual assessments to ensure continuous quality improvement within the program. This position may also work with program leads to develop and conduct evaluation activities in other Hazard Assessment programs.

Specific activities include revising and implementing Climate and Health Program's comprehensive strategic evaluation plans; using evaluation findings for continuous program quality improvement and for informing decisions and actions; leading climate-specific process and outcome evaluations focused on enhancing strategic partnerships; showcasing individual and system-level improvements; and applying data or statistical analysis to programmatic work.


Responsibilities:
Develops assessments and performs analysis of program activities, makes recommendations for improvement, and assists in the implementation of recommendations to promote sustainable relationships between the university and community.

  • 35% Evaluates existing activities across outreach programs and makes recommendations to outreach program leadership for program enhancement
  • 10% Identifies opportunities for program improvement or new program development across outreach programs
  • 15% Assists program staff in incorporating improvement recommendations into existing outreach programs based on feedback, institutional need, or new developments in pedagogy
  • 5% Assists in creation of outreach plans
  • 15% Designs and implements assessment plans to solicit feedback and gather data from program participants and other stakeholder groups for program evaluation
  • 5% Assists program staff in incorporating epidemiologic data into programmatic work.
  • 10% Contributes to evaluation and health equity components of grant applications and progress reports.
  • 5% Contributes to collection and reporting of annual performance measures for grant-funded programs.

Qualifications:

Minimum Experience Qualifications
- Training, education, or work experience in the principles, practices, and objectives of public health with a focus on environmental health and/or climate change.
- Experience working in the field of program evaluation.

Preferred Experience Qualifications
- Knowledge and experience in conducting process and/or outcome program evaluations, using both qualitative and quantitative methods.
- Experience establishing/maintaining collaborative relationships with a wide variety of diverse statewide, regional and local agencies, organizations, community groups and individuals.
- Experience working with diverse audiences (such as epidemiologists, researchers, policymakers, and the public), particularly in relation to health disparities in communities of color, health equity and social determinants of health.
- Minimum of two years of experience working in the field of program evaluation.
- Previous experience using Geographic Information System (GIS) technology

Skills and Abilities:
- Ability to develop and implement evaluation plans for public health initiatives.
- Strong skills in strategic thinking, planning and creative problem solving.
- Knowledge of basic data analysis.
- Strong written and oral communication skills
- Exceptional project management, time management, and organizational skills


Work Type:

Full Time: 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.

The minimum salary for the position is $58,450 but is negotiable based on experience and qualifications. Additional Information:

University sponsorship is not available for this position, including transfers of sponsorship.
