IRC Summary:The IRC in Northern California was established in 1975 in response to the needs of the growing refugee population. Over the past 40 years the IRC has resettled nearly 80,000 clients in Northern California. Originally focused on reception and placement the IRC in Oakland one of four offices in Northern California provides a range of services including resettlement and economic empowerment services, immigration, community gardening and case management for victims of trafficking. The Oakland office provides further psycho-social services to support newcomer population's wellness, emotional health and promote the healthy integration of refugees into new communities in the Bay Area.

Job Overview: The IRC in Oakland's Health and Wellness programs ensure that newly resettled refugees have access to psycho-social and case management support to serve their adjustment needs as well as ensures additional culturally and linguistically sensitive mental health referral support services are available. This includes implementation of mental health screening protocols and the referring of clients for emotional distress, torture, trauma and gender-based violence to relevant partners. The Health and Wellness Department ensures the creation of a culture of trauma informed care throughout Oakland services. The Health and Wellness program currently involves community health promotion, 1x1 counseling, health navigation, supplemental case management, and intensive case management for newcomers that need additional support with medical, mental health and other adjustment challenges. The Health and Wellness Programs Manager will work with local stakeholders to adapt community-based initiatives, creating avenues for well-being activities and the fostering of organic emotional and social support networks within newcomer communities.

Major Responsibilities:

Program delivery

  • Manage the quality and timely achievement of programmatic services across all existing grants and contracts
  • Collaborate with IRC HQ technical advisors on protection, empowerment and mental health lead local efforts in the implementation of quality psycho-social interventions
  • Collaborate with and grow existing networks, resources and curriculum to connect to traditional healing networks, existing community support systems and other community resources.
  • Develop and strengthen partnerships with local mental health, healthcare, social services, domestic violence and other providers
  • Ensure proper client flow between IRC Oakland departments and the health and wellness department programs.

Grant/contract management

  • Responsible for the compiling and delivery of program reports to HQ and donors
  • Responsible for the accurate and timely entry of data into donor and IRC required databases including clinician's gateway and ETO
  • Ensure that financial processes are followed correctly for grant and contract compliance and fee-based billing
  • Monitor financial projections for grants and collaborate with the Finance team to ensure program spending is in line with periods of performance
  • Ensure timely and accurate billing for contracts that require it
  • Participate in contract development and bidding

Program development

  • Identify and pursue funding opportunities to sustain and grow responsive program activities
  • Design programs that align funding opportunities with client needs
  • With Grants Coordinator, develop logic models and proposals for funding for community integration and psycho-social programs

Cross-functional support

  • Provide technical guidance, mentoring and support to Oakland staff to develop awareness and improve knowledge of refugee emotional health and wellness and ensure minimal standards for trauma informed case management
  • Ensure the technical quality of RHS-15 Emotional Distress screenings for IRC clients, internal decision-making around client referrals, evaluations, and behavioral health
  • Collaborate with the Sr. Officer of Protection and Social Work on office safeguarding protocols and skills development including response to suicidality, domestic violence, and child abuse
  • Participate in all program meetings, staff development activities, and fully engages as a member of the team
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Health & Wellness Oakland office
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies
  • Comply with all policies, procedures and protocols of the agency
  • Other related duties as assigned

Supervision

  • Provide mentorship and support to direct reports
  • Develop direct reports' capacities around program management, budget management, team management, and grant management.
  • Ensure staff are trained on their job responsibilities

Other Internal and/or external contacts:

Internal: Health and Wellness managers at other IRC sites, and with HQ Technical Advisors on Mental Health; Quality Assurance and Data Manager; internal program managers to support achievement of program goals

External: Refugee resettlement agencies, mental health service providers; ethnic community-based organizations, community leaders; donors; local government agencies involved in behavioral health

Job Requirements:

  • Graduate degree in Social Work, Psychology, Counseling, Public Health or an equivalent field of field of study at minimum
  • 4+ years of relevant work experience in Social Service, Mental Health or international development fields Experience should include a minimum of 2 years developing and managing programming serving isolated communities including but not limited to, Survivors of GBV, Youth at Risk or displaced populations
  • Experience designing and implementing psychosocial and health navigation programming
  • Demonstrated expertise serving multi-cultural and/or underserved populations
  • Demonstrated ability to support clients and team during crisis situations and mobilizing internal and external support
  • Experience managing multidisciplinary teams and programs in clinical settings preferred
  • Understanding of community integration, resettlement and migration trauma
  • Training and experience in establishing trauma informed care with diverse and underserved communities
  • Demonstrated understanding of contemporary race and gender issues as they relate to refugee resettlement
  • Experience providing supervision individually and in leading a team in program implementation
  • Experience with program design, grant writing and donor reports
  • Demonstrated success working and communicating effectively in a multi-cultural environment
  • Proven ability to contribute both independently and as a key team member
  • Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively
  • Fluency in written and spoken English; Fluency in additional language relevant to current refugee populations preferred (Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic etc.)

Work Environment:

  • Standard office environment
  • Travel to field site operations and external stakeholder meetings occasional
  • Must be present in the office at least 3 days/week, and as needed to adequately lead their team

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
