We are currently looking for a client-focused Program Manager with excellent leadership and communication skills to join our team.

Precise is seeking a dynamic and experienced Program Manager to lead our federal health IT initiatives. This role is pivotal in driving the success of large-scale, complex programs by providing strategic leadership, technical expertise, and fostering collaboration across multidisciplinary teams. The PM will serve as a primary liaison between business stakeholders and technical teams, ensuring alignment with program objectives, standards, and deadlines. As a seasoned leader, the PM will play a crucial role in shaping program strategies, driving innovation, and ensuring exceptional program delivery.

This is a full-time position in Rockville, MD.

Qualified candidate must have or can attain a Public Trust Level 6(c) clearance and have ability to commute to client-site meetings.

DUTIES AND RESPONSIBILITIES

  • Lead the planning and execution of large-scale federal health IT programs, overseeing all program/project stages and assessing business implications at each phase.
  • Serves as liaison between clients, internal technical leads and partners in aspects of program/projects.
  • Prepares and leads client status reports, executive reports, overall program/project timelines, and risk mitigation management.
  • Ensures the execution of the Program's Quality Management and Assurance Program for all products and services.
  • Provide strategic direction and technical/management leadership on major program/project tasks and technology assignments.
  • Maintains aggressive efforts to achieve objectives.
  • Assists in proposal process and coordinates with Pricing Department when required.
  • Exercise financial oversight, resource management, and staffing to ensure program/project requirements are fulfilled within budgetary constraints.
  • Responsible for developing position descriptions for Recruiting, as well as interviewing and hiring staff.
  • Assigns staff and provides technical direction as necessary to complete task.

REQUIRED SKILLS

  • PMP Certification and extensive experience as a Scrum Master/Certified Scrum Master.
  • Proven track record of successful program execution with 10+ years of experience, including at least 4 years of direct program management experience leading large teams (50 staff members).
  • Proven ability to build and maintain lasting customer relationships.
  • Demonstrated experience with program/project software development from inception to deployment.
  • Preferred experience leading Cloud (AWS, Azure, GCP), DevSecOps, infrastructure modernization, engineering, mobility, and/ or software development (low code no code) programs.
  • Experience working with cloud-based applications and services, with exposure to ServiceNow preferred.
  • Preferred experience at federal agencies such as HHS, CMS, NIH, and FDA.
  • Demonstrated technical management and development leadership experience.
  • Proven skill in managing program/projects for various management methodologies.
  • Experience in cost and risk management.
  • Attention to detail and excellent communication.

EDUCATION

Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 12+ years of professional experience; or 10 years of professional experience with a related Master's degree.
