Coordinates activities within areas of responsibility, assists in overall budget development and monitoring, promotes communication and positive public relations both inter-departmentally and
intra-departmentally. Monitors performance improvement and quality assurance activities to meet hospital set standards and recommend areas of improvement. Assists areas of responsibility to become self-managing units. Ensures that all security, safety, and emergency management policies and procedures are met. Participates in taking "on-call" responsibility within the Safety, Security, and Emergency Managements Department as needed.
MINIMUM QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Associate's degree in Business Administration, Law Enforcement, Criminal Justice, Safety, or other related field. 2. Must attain BLS certification with 60 days of hire, AVADE certification within 90 days of hire, and be willing to obtain AVADE Instructor certification within one (1) year of hire. 3. Valid State Driver's License 4. Successful completion of WV DHHR Protected Services Record Check and WV CARES fingerprint-based criminal background check. EXPERIENCE: 1. Five (5) years' prior experience in the Security or Safety field. 2. Three (3) years' experience managing the Security or Safety function in a large organization PREFERRED QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Bachelor's degree in Business Administration/Law Enforcement/Criminal Justice, Safety, or other related field. EXPERIENCE: 1. Five (5) years supervisory experience in a healthcare safety or security environment. CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Manages the day-to-day operations of the Security, Safety, Parking, and Emergency Management functions. 2. In conjunction with Director, develops, coordinates, and monitors campus-wide Security Plan, Parking Plan, Safety Plan, and Emergency Management Plan. Provides strategic and operational direction to all levels of leadership regarding organizational security including but not limited to risk assessments, officer support, workplace violence mitigation, security reporting, parking and traffic guidance, public event management, building access and security, signage, employee and volunteer identification badge management, training programs, investigation and evidence management, emergency notifications, event debriefings. 3. Interviews, selects, directs departmental training and orientation, assigns departmental staff to meet facility needs, conducts performance appraisals, and develops and maintains standards for criteria-based position descriptions, competencies, and performance appraisals. 4. Establishes, monitors, evaluates, and revises appropriate staffing levels to ensure appropriate department operations. 5. Provides ongoing feedback to employees concerning job performance through goal development, peer evaluation, and performance evaluations. Counsels and disciplines employees, under the direction of the Director. Maintains employee personnel records. Monitors employee work hours, annual sick leave, benefits, and termination pay. 6. Assures the most economical utilization of time, materials, and resources through review of workflow and staffing patterns in order to achieve optimal productivity and to provide cost effective staffing patterns that ensure appropriate utilization of Security, Safety, and Emergency Management staff. 7. Conducts routine and special investigations as directed by Director and/or senior leadership. 8. In conjunction with Director, serves as WVU Thomas Hospitals liaison with hospitals, EMS, healthcare agencies, and other members of the WV Healthcare Coalition. 9. In conjunction with Director, serves as WVU Thomas Hospitals liaison with all local, state, and federal Law Enforcement and Emergency Management agencies. 10. Develops, implements, maintains, and interprets to staff, and when appropriate to others, policies, procedures, standards of practice for the department regarding budget and financial issues. 11. Actively serves as a leader, consultant, resource, and authority on the development and implementation of policies and procedures related to hospital and campus safety and security and public impressions. Supports or participates in various hospital and system committee and performance improvement activities as appointed. 12. Monitors, tracks, and analyzes data to compare with appropriate benchmarks and trends and recommends opportunities for organizational improvements 13. Serves as an active member on assigned committees, taskforces, and teams, including but not limited Safety, Environment of Care, Emergency Management, Workplace Violence Prevention, Quality Council, Patient Safety, Joint Commission, etc. 14. Assures regulatory compliance for Security's Environment of Care activities to ensure compliance with Life Safety codes, Workplace Violence Standards, and other applicable Joint commission, OHFLAC, and other regulatory requirements. 15. Continually seeks education and training opportunities to develop self and staff. 16. Handles emergency and crisis situations effectively and efficiently, up to and including armed response. Deals with a most diverse and broad range of problems and situations that entail high levels of complexity and management skills. 17. Completes all training requirements as required of a security officer. 18. Personal protective equipment (PPE) such as respirators, disposable clothing, hearing, foot, and eye protection may be required to be worn. SKILLS & ABILITIES: 1. Knowledge of de-escalation, self-defense, and defensive control techniques. 2. Excellent computer and data management skills including Office Products: Outlook, Word, Excel, and PowerPoint. 3. Understanding of basic accounting principles and personnel management philosophies. 4. Must be capable of functioning effectively under stressful conditions. 5. Ability to utilize strong organizational and time management skills to meet established goals and objectives. 6. Excellent verbal and written communication skills. 7. Knowledge of a Security and Risk Assessment methods to ensure a secure environment. 8. Knowledge of Customer Services and hospital Security and Safety systems.
