- Job Title: Specialist, Essentially the Same (ETS)

Statement of Purpose The Specialist, Essentially the Same (ETS) will be accountable and responsible for the development and maintenance of the processes needed for the accurate identification of new ETS designations for AbilityOne Procurement List products and the maintenance of the ETS App including additions, deletions, training of stakeholders in the use of the ETS App, and changes of ETS designations. Once identification and approval occurs, the Specialist, ETS is responsible for the accurate and complete management of the ETS database. The Specialist, Essentially the Same (ETS) is also responsible for completing Authorized Distributor catalog reviews for compliant offerings, training of NPAs, and the review of Federal bid-boards, requests for information, quotes, etc. to ensure compliance with Federal procurement mandates including the JWOD Act.

Supervision
Moderate supervision required.
Education
Two years of college from an accredited university or college, or a high school diploma with related work experience; BA preferred. An equivalent combination of education and experience may also be acceptable.
Training and Specialized Knowledge

- Intermediate to advanced computer skills including Microsoft Office with a strong emphasis on Oracle and Excel. Familiarization with NIB databases a plus.

Experience
Minimum of three years' general office experience. Knowledge of the AbilityOne Program and product lines preferred. Database management experience a plus.

Specific Duties and Responsibilities
- Develop, implement, improve, and maintain the required set of procedures to record changes to the database to reflect additions or deletions and improve or complete data fields. Additions and deletions are derived from but not limited to GSA mediation results, ETS challenge rulings, hard copy catalog reviews, and NPA catalog review results.
- Develop and implement effective procedures to identify ETS designations for new product additions using established business rules and the US AbilityOne Policy 51.541. Complete associated tasks identified in the ETS portion of the Post PL tool timely.
- Develop, implement, improve, and maintain the required set of procedures to complete hard copy catalog reviews for new ETS designations and to identify possible new product opportunities from various stocking Office Products and Jan/San/MRO offerings.
- Develop, implement, and maintain nonprofit agency category review for ETS. Schedule, prepare, and review findings from non-profit agencies for their annual review of current Procurement List products and corresponding ETS designations.
- Develop, implement, and maintain the required set of procedures to complete ETS reviews requested by NIB staff and BSC operators (i.e., BSC compliance inquiries, online reviews).
- Develop, implement, and maintain the required set of procedures to develop an accurate and complete ETS quarterly file. Distribute as directed timely and accurately 45 days prior to the effective quarter.
- Coordinate pre-and-post Procurement List addition activities with the Product Development Team (and other NIB teams when applicable) to align proposed product unit of issue with current market offerings to maximize ETS designations.
- Respond to general inquiries about ETS from NIB personnel and/or agencies.
- Develop, implement, and maintain processes to produce comprehensive reporting on ETS designations for internal and external stakeholders to support identification and capture of ETS.
- Develop, implement, improve, and maintain the required set of procedures to request proof of purchase of commodity products from bid/solicitation awarded distributors, record findings, and report results to ETS Program Manager.
- Develop, implement, improve, and maintain the required set of procedures to assist Channel Management, Business Development, and other internal stakeholders with service contract award winners purchase reporting.
- Communicate with Service/Product Managers to share ETS incidents/results from catalog reviews, which may lead to potential AbilityOne opportunities.
- Develop, implement, and maintain procedures to training, assist, schedule, and prepare NIB and SourceAmerica NPAs to identify and submit potential ETS designations to the ETS App.
- Develop, implement, and maintain the required set of procedures to monitor GSA eBuy, SAM.gov, Unison and other Federal online solicitations and bid boards for non-compliant solicitations and decrease leakage around the mandatory Procurement List NSNs.
- Search, identify, amend, and track service solicitations for Federal customers to include the AbilityOne FAR clause and ensure awardees are providing AbilityOne supplies during the fulfillment of the contracts. Through different portals such as GSA eBuy, Beta.Sam.gov, and Unison.
- Develop, implement, and maintain the required set of procedures to conduct catalog reviews to identify ETS for newly authorized and existing distributors. Conduct catalog reviews on strategically scoped national contracts and blanket purchase agreements.
- Work with the IT department to address and resolve technical issues of the ETS database application.
- Lead end-user training and support to assist associated non-profit agencies in the proper efficient and effective use of ETS database application.
- Develop, implement, improve, and maintain a positive and beneficial relationship with Unison (Formerly FedBid) to ensure Unison remains a compliant channel for AbilityOne Procurement List NSNs and Federal customers.
- Develop, implement, improve, and maintain the required set of procedures to monitor Unison for non-compliant solicitations and decrease leakage around the mandatory Procurement List NSNs.
- Execute additional duties or instructed by the AbilityOne commission to ensure compliance distribution polices.
