Position Summary

Oregon Public Health Institute (OPHI), fiscally sponsored by Public Health Institute, improves health and advances equity by bridging the gap between communities impacted by injustice and institutions that hold power and resources. The team is based in the Portland Metro. Our mission is to improve health, advance equity, and respond to public health needs. OPHI's history includes building community-led initiatives that decolonize structures that perpetuate inequity; providing staffing support and passthrough grantmaking services that emphasize connection with communities; providing technical assistance and training for CBOs, government, healthcare, and other partners; and conducting program assessment and evaluation.

We have served diverse communities, clients, and partners, ranging from local culturally specific, community-based organizations to government and national funders. All of OPHI's work is focused on collaborating with populations that experience health inequity, especially Black, Indigenous, and other People of Color communities to dismantle structural racism and systemic drivers of health inequity.

The Data Analyst III position executes projects in accordance with business partners and performs complex technical and analytical work in designing and creating queries and reports to extract data from the State of Oregon's disease tracking systems. Responsible for complex ad hoc reporting, data mining, data integrity, project management, exploratory data analysis, organizing, and summarizing data.

This is a remote, full-time, U.S.-based position that is required to work during core business hours for the Pacific Time zone.

Full salary range for this position: $91,910 to $137,348 per year. The typical hiring range for this position is from $91,910 (minimum) to $114,629 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.



Essential Duties & Responsibilities

  • Oversees the implementation and operation of projects within the program and with business partners, including but not limited to: initiatives to improve data quality and infrastructure; assessment of communicable disease spread and clinical data.
  • Manages relationships with collaborators, including partners without background in data analysis.
  • Develop a full understanding of the data systems' strengths and limitations, implications for data analyses, and possible solutions.
  • Design, write, and test queries to access data and prepare standard and ad hoc reports to meet specified needs.
  • Develop novel open source code to ingest, process, and visualize programmatic and surveillance data. Use version control and engage in team code reviews and collaboration.
  • Collect, compile, extract, and organize complex information and data from multiple systems. Collaborating with epidemiologists and the data analytical team, develop analysis, design, and produce a wide range of reports and metrics.
  • Create and maintain interactive data products such as dashboards and maps (e.g. Tableau, Rmarkdown).
  • Support epidemiologists and strike teams by creating processes to analyze COVID- outbreaks. Streamline processing data exports for outbreaks.
  • Design data quality reports that include analysis of internal public health data. Analyze, evaluate, and recommend modifications to methods and procedures related to departmental operations and goals; make recommendations based on research and exploratory data analysis.
  • Develop written protocols, operating procedures, and end-user manuals and instructions on data systems.
  • Investigate and resolve data, reporting, and system inconsistencies; develop and implement workflow, data entry, collection, and reporting procedures.
  • May serve as an integral member of a research or study team.
  • May lead exploratory data analysis efforts in partnership with internal and external partners.
  • May facilitate partnership conversations on projects, including setting shared goals and moving through strategic planning conversations to make data-informed decisions.
  • Perform other duties as assigned.



Minimum Qualifications

  • Five years of related experience in project management data analysis, statistics, programming, operational analysis, or a related field that include performing analysis, statistical evaluation, database design, maintenance, administration, and statistical reporting.
  • Bachelor's degree, or substitute with four additional years of related experience.


Other Qualifications

  • Experience troubleshooting intermediate or complex data questions.
  • Experience with validating and auditing data.
  • Experience working with disparate sources of data and large databases.
  • Experience designing and implementing project goals and utilizing project management systems to drive project progress.
  • Experience working with internal and external partners with varying backgrounds and levels of exposure to data analysis.
  • Experience handling multiple projects while successfully meeting project deadlines.
  • Intermediate skills in one or more of the following: R, Python, SAS, SQL, or VBA with a strong preference for advanced skills in R.
  • Well-versed in data extraction, quality improvement, validation, and visualization.
  • Ability to follow the operating procedures and policies within the work unit.
  • Experience with Tableau is highly desired.
  • Knowledge of statistical techniques, including mathematical modeling, linear, multiple and logistic regression is a plus.
  • Governmental public health work is preferred.
  • Strong critical thinking and reasoning skills.
  • Strong interpersonal and collaboration skills.
  • Computer skills including word processing, spreadsheet, presentation programs.
  • Ability to communicate effectively with a wide range of individuals.
  • Must be able to pass the background check required for this position.
