Duties & Responsibilities:



  • The SCI Physical Security Specialist (SCI PHYSEC) shall assist the Special Security office (SSO) in maintaining accreditation for ICD 705 Facilities, ICD 105 Construction Sites, secure rooms, and alarm systems in accordance with Intelligence Community Directive (ICD) 705 (e.g. updating fixed facility checklists, standard operating procedures, reviewing designs, updating construction security plans, providing initial review of changes, ensuring unrestricted access, maintaining logs).
  • The SCI Physical Security Specialist (SCI PHYSEC) shall establish, operate, and maintain Classified Inventory Control and on-site SCI libraries for the Special Security Officer (SSO); maintain the "Watch-to-Watch" inventory; schedule and perform quarterly alarm tests of ICD 705 Facilities under NSWCPHD and NAVSEA cognizance; conducting inspections and searches; establishing and maintain the Non-Disclosure Statement database located within Defense Information Security System (DISS); coordinating and generating Non-Disclosure Agreements for employees with Top Secret/SCI clearance; ensuring areas are properly sanitized prior to escorting anyone into the ICD 705 Facilities; and maintain eyes-on visual contact of non-SCI visitors 100% of the time when performing escort duties in the ICD 705
  • The SCI Physical Security Specialist (SCI PHYSEC) shall apply Intelligence Community Directive (ICD) 705 Sensitive Compartmented Information Facilities and IC Technical Specifications for construction and This support shall include maintaining visual oversight during the construction process, following and enforcing construction security procedures, and ensuring integrity of construction site and associated materials.
  • The SCI Physical Security Specialist (SCI PHYSEC) shall maintain ICD 705 Facilities documentation [e.g. fixed facility checklist, TEMPEST documentation, facility diagrams].
  • The SCI PHYSEC shall plan and conduct ICD 705 Facilities security inspections (e.g. perimeter checks, scheduling, preparing pre and post reports). The SCI PHYSEC shall provide recommendations to adjudicate any issues that are discovered during the inspection process and implement corrective actions.
  • The SCI PHYSEC shall maintain an up-to-date Threat Assessment and ensure a comprehensive security strategy is implemented and adhered to (e.g. updating threat assessment reports, coordinating with outside agencies to ensure the Government readiness against outside threats, performing inspections, monitoring installations and maintenance on-site).
  • The SCI PHYSEC shall support ICD 705 Facilities Intrusion Detection System and Access Control Systems (ACS) This support shall include obtaining access control records, conducting IDS audits, coordinating Preventative Maintenance Inspection, identifying issues and providing corrective actions.
  • The SCI PHYSEC shall prepare and coordinate new and existing ICD 705 This support includes collecting concept and policy requirements; generating build documentation; hardening; evaluations of emanations; coordinating with Program Office and outside agencies; attending meetings; advising on preventative actions throughout the construction process; and participate in post build inspections to ensure required compliances are met.
  • The SCI PHYSEC shall identify, coordinate, evaluate, and propose mitigation plans regarding TEMPEST concerns and issues. The SCI PHYSEC shall coordinate Technical Surveillance Countermeasures (TSCM) surveys. The support for TEMPEST and TSCM includes pre and post report generation, creating mitigation plans to address any concerns that arise.

This includes coordinate responses to security incidents, emergencies, and breaches; liaising with law enforcement; maintaining detailed records of incidents; ensuring regulations and processes are followed; and providing direction to other security representatives and local personnel; and developing communication strategies to inform stakeholders during security incidents or emergencies.
  • The SCI PHYSEC shall conduct regular security audits and inspections to evaluate the effectiveness of security measures and provide recommendations for improvements.
  • The SCI PHYSEC shall perform research and make recommendations for products that meet current and future security regulations and requirements.

  • Ability to professionally interact with customers, colleagues, and command members at all levels and to foster business relationships.
  • This position requires strong task management, excellent communication (written and verbal) skills, and providing a high level of customer services with the ability to work independently in a fast-paced environment.
  • This position requires proficiency in Microsoft Office: Word, Excel, PowerPoint and Outlook.


Minimum/General Experience:



  • Six years of experience in INFOSEC (TS/SCI- Secret) and PHYSEC (TS/SCI- Secret)
  • Experience with alarm and access control
  • Security clearance will be specified by positions.


Minimum Education:



  • Bachelor's Degree from an accredited college/university and six years of relevant
  • Allowable substitution - High School Diploma or General Education Diploma (GED) with at least 10 years of relevant experience.
