Job Description Summary:UCAR is excited to announce the job opening for the Education and Training Center (ETC) Administrator II position. ETC provides essential administrative business and operational support for the COMET and the UCAR Center for Science Education (SciEd) programs. These programs offer a wide range of highly successful, dynamic, and community-driven programs - from training weather forecasters, firefighters, and emergency managers; to supporting a constellation of atmosphere-observing satellites; developing internship programs and educational resources; providing real-time data and software analysis tools; improving and accelerating use of research and operational Earth system satellite data; and managing projects and staffing for scientific programs across the country and around the world.

This position is also As a member of the Business Shared Services (BSS) team, this position leads, supports, and performs a variety of functions and business activities including budgeting, expense monitoring and reconciliation, financial reporting, proposal development, general human resource activities, procurement and contracts for UCP Centers and Programs.

This position will be working with the Education and Training Center (ETC) that supports COMET and the UCAR Center for Science Education (SciEd) programs. Serves as a liaison with external agencies and sponsors. Position Details:

Work Location: This position is open to candidates seeking in-person, hybrid (combination of in-person and remote), and fully remote opportunities. UCAR requires ALL positions to be performed within the U.S., excluding U.S. Territories.

What You Will Do

Here is a summary of what one would expect to be generally responsible for in this role.

Key Responsibilities

As a part of UCP's Business Shared Services, this position will perform the following duties for UCP ETC and its programs:

Budget Management

  • Prepare, monitor, and reconcile budgets and financial accounts for assigned projects and contracts, including projections, scenarios, spend plans, and adjustments.

  • Oversee post-award financial actions, such as No Cost Extensions, fund requests, reprogramming, and supplemental funding.

  • Provide financial reports and resolve discrepancies in collaboration with management.

Proposal Preparation and Submission

  • Manage the proposal preparation and submission process, including developing budgets, ensuring compliance with internal and sponsor requirements, and coordinating submission with the UCP Budget Office.

  • Collaborate with Principal Investigators to align budgets and timelines with project goals.

Administrative Support

  • Contribute to standardized best practices for BSS, participate in working groups and trainings, and represent the team in relevant program-specific and organizational meetings.

  • Supervise and contribute to team and organizational development initiatives.

Education & Experience

  • Bachelor's degree in a relevant academic discipline;

  • 5 years of relevant experience (preferably with a research institute, university, or federal agency);

    • Or an equivalent combination of education and experience that qualifies one to perform the duties as described.

Knowledge, Skills, and Abilities

  • Ability to appropriately identify, apply, and effectively communicate relevant policies and procedures within multicultural settings.

  • Advanced skill in budget development, management, forecasting, analysis, cost control, and project accounting.

  • Advanced knowledge of grant and contract proposal preparation and submission processes.

  • Advanced knowledge of government and institution contract requirements, policies, and procedures.

  • Strong time management skills and ability to organize and prioritize a wide variety of tasks.

  • Demonstrated ability to work both independently and effectively as a team member.

  • Intermediate knowledge of basic human resources administration.

Desired, but not required:

  • Advanced skill in the use of Google workspace.

  • Advanced skill in Workday financial management system.

  • Intermediate knowledge of accounting principles.
