The Position

The Port of Portland Marine Security Team is responsible for maintaining the security of Terminals 4 and 6. They assist with ensuring compliance with the Maritime Transportation Security Act and other regulations. Our Officers monitor and report incidents to safeguard marine terminal property against terrorism, fire, theft, vandalism, unauthorized entry and unsafe conditions.

This is a union-represented, regular unassigned position at our public port. The role offers varied shifts and hours, averaging around 32 hours per week. While we cannot guarantee a full 40-hour workweek, we are committed to providing opportunities for unassigned officers to achieve full-time hours as available.

As an unassigned officer, your schedule will be flexible until you achieve seniority within the union. On a typical week, you can expect to be contacted around 2 PM to fill shifts for the following day. While this requires flexibility, we deeply value the dedication and reliability of our unassigned officers and strive to offer consistent opportunities for full-time work.

This position is classified as FLSA non-exempt, meaning you are eligible for overtime pay for hours worked beyond 40 in a given workweek. Due to the nature of the role, you must be available for all shifts on short notice, 24/7, 365 days a year.

SALARY INFORMATION:
Salary is determined by the Collective Bargaining Agreement and years of service with the Port. All required uniforms and equipment are supplied by the Port of Portland.

NOTE: According to the Collective Bargaining Agreement, Marine Security Officers are also eligible for an annual pay increase, ranging from 1%-5%.

Essential Job Duties

  • Conduct routine security patrols at assigned terminal locations and positions. Act as access control officer for vehicles and pedestrians entering the terminal.
  • Maintain alert watch for unlawful activities and pilferage, fire potential, hazardous cargo leaks and any other unsafe and/or dangerous conditions.
  • Respond to fire alarms, oil spills and other environmental incidents, vehicle/equipment collisions and medical emergencies.
  • Monitor radio transmissions and maintain radio communication with other security personnel at all times during duty shift.
  • Assist with vessel and barge activity including pre and post arrival dock inspections, berthing, and vessel to shore communications.
  • Record and document all vessel and barge related activity including arrival and departure times, berthing instructions, unusual incidents, pollution and berth damage.
  • Enforce regulations and procedures as directed.
  • Control movement of vehicles and personnel on Port property.
  • Open and secure terminals and control work lights depending on work activity.
  • Investigate, document, and file reports of accidents and incidents occurring on Port property.
  • Prepare and submit daily activity logs.
  • Answer incoming telephone calls and provide appropriate guidance to Port customers and visitors.
  • Safely operate and use Port furnished vehicles and equipment to perform all assigned duties.
  • Fuel, check fluid levels and inspect vehicles and equipment at beginning and end of shift. Report any damaged or defective equipment.

Minimum Qualifications

  • High school diploma or equivalent (required).
  • Applicant must pass a post-offer comprehensive background check and pre-employment drug test, (required).
  • At least one (1) year of experience in security operations, primarily in military, law enforcement or private security settings (required).
  • College level course work at an accredited institution in criminal justice, social science or related field (preferred).

LICENSES AND CERTIFICATIONS:
  • Valid driver's license at time of hire is required.
  • Must be able to pass criminal history records check for purposes of obtaining and maintaining eligibility for unescorted access to secure areas of Port facilities.
  • Must obtain Department of Public Safety Standards and Training (DPSST) - Private Security Unit Certification within 90 days of employment.
  • The successful candidate must have the ability to obtain and maintain a federal Transportation Workers Identification Credential (TWIC) card.
  • Pass and maintain certification in First Aid, CPR and AED.
NOTE: The successful candidate must have the ability to pass a background investigation.


Supplemental and Selection Information

SELECTION PROCESS (tentative schedule):

  1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of February 3.

  2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.

  3. Panel Interviews with candidates that successfully passed the SME evaluation step is tentatively scheduled for the middle of February.
