HJF is seeking a Subcontracts Administrator II to provide procurement and sub-agreement administration in support of grants, cooperative agreements and internal purchases and internal purchases and is the liaison between Principal Investigator/Program Manager, sub-recipients and subcontractors. This is the second of 4 levels in the Subcontracts Administrator hierarchy.

This position will be in support of the Subaward Team within the Research Administration and Innovation Management Department.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Drafts and negotiates Subcontracts, Subawards, Purchase Orders, Purchase Agreements, and modifications in compliance with Government Regulations and HJF policies and procedures.
  • Maintains organized, well-documented audit ready and compliant electronic files, including entry into Government reporting systems, i.e. Federal Funding Accountability and Transparency Act (FFATA) Subaward Tracking System.
  • Monitors subcontractor performance, including progress, invoices, and subcontract deliverables through closeout of subawards/subcontracts.
  • Performs price/cost analysis; maintains documentation in accordance with Foundation policies and procedures and federal regulations.
  • Drafts and issues Requests for Proposals (RFPs) and Requests for Quotations (RFQs) as necessary to obtain competition to ensure that Federal requirements are met. Reviews, edits and/or assists Program Managers and Principal Investigators and with drafting Statements of Work.
  • Works with the Program Managers and Principal Investigators to identify, solicit and evaluate contractors and sub-recipients in support of Grants and Cooperative Agreements.
  • May include budgetary responsibility to include plan/forecast, prepare, approve, and monitor. Budget amount, $250,000.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Bachelor's Degree is required. Master's Degree is preferred.
  • Minimum of 3-5 years of experience required.

Required Knowledge, Skills and Abilities

  • Working knowledge of subcontracts, subawards, grants, and purchasing from inception through closeout.
  • Working knowledge of the Uniform Guidance (UG) and Federal Acquisition Regulations (FAR).
  • Ability to manage multitask simultaneously, to meet deadlines, and interact well with team members and customers.
  • Knowledge of Microsoft Office.
  • Must have working knowledge of drafting and negotiating subcontract agreements.
  • Judgment, initiative, and resourcefulness are required in making decisions in all areas of the job.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $64,200-$85,000. Actual salary will be determined based on experience, education, etc.
