Senior Manager Local Government Affairs

Key Responsibilities

Local Government Affairs Management Manages a team of local government affairs staff responsible for developing and maintaining relationships with local government to ensure PGE's interests are represented and for educating the business about laws and regulations impacting the organization; provides technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose.

Advocacy for PGE Advocates internally and externally to furthering PGE's objectives with cities, counties, METRO and other local governments that affect PGE operations; builds relationships with local government, business and community leaders to ensure PGE's interests are represented; influences city and county plans, ordinances, policies, taxes and fees and publicly opposes creation of local ordinances that replace negotiated franchises; anticipates and responds to potential elections to replace PGE with publicly owned utilities.

Internal Collaboration Collaborates with executives and Public Policy leadership to develop and implement strategic plan for PGE's engagement with local and regional governments aligned to corporate strategy.

Market Intelligence Proactively develops and maintains current segment knowledge; proactively identifies value drivers for the industry; adapts plans in response to changes in market data and information; identifies trends.

Strategic Planning Develops deep expertise on municipal market segment and identifies, quantifies and qualifies business opportunities within that segment; collaborates with other groups to plan product offerings and marketing efforts to realize growth and ensure retention; translates segment needs into potential products.

Functional Leadership Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.

Financial Management Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.

Resourcing Oversees workforce planning and resource strategy across multiple departments, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.

Professional Development Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.

Education/Experience/Certifications

Education Requires a bachelor's degree in political science, environmental science, business or other related field or equivalent experience. Master's degree in public policy or juris doctorate is a plus.

Experience Prefer eight or more years in public policy, lobbying or related field. Work experience in a legislative environment (e.g., Congress, state legislature) is a plus. Experience in business or economic development preferred.

Compensation Range:

$143,780.00 - $267,020.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
