Job Summary:

The Division of University Housing at the University of Wisconsin - Madison is seeking an experienced Human Resources Director to lead the HR team for the Division. This role is responsible for overseeing multiple HR functions in the division, including recruitment, onboarding, training, compensation, employment relations, performance management, divisional policy development/implementation, and ensuring compliance with university policies and employment laws. Additionally, the role supports the Associate Vice Chancellor for Finance and Administration / Director of University Housing dually serving as an Assistant Director of University Housing on the Housing leadership team, collaborating in strategic planning, divisional policy development, and operational management.

This role requires a strategic thinker with strong leadership skills, a strong understanding of human resources best practices, compliance under various state or federal laws, and a commitment to fostering a positive and inclusive work environment. The ideal candidate will be people-oriented and results-driven, with excellent listening, persuasion, and presentation skills.

This position, in partnership with the Office of Human Resources (OHR) functional units and under the purview of the Chief Human Resources Officer, collaborates on implementation of local or campus wide initiatives, including enhanced service delivery.

The Division of University Housing houses over 9,000 residents within 21 residence halls and 2,400 residents in three graduate and family apartment neighborhoods. University Housing's Dining program serves the residents of the residence halls, as well as all UW-Madison students, faculty, staff, and the public. Food is provided in a number of venues across campus, including dining markets, coffee shops, and convenience stores. The Division of University Housing employs over 475 full-time employees and 2,000 student employees. In addition, the Division's summer conference program hosts approximately 17,000 guests attending over 130 different programs.

Whether we're launching new academic support services, testing out a new recipe, renovating resident rooms, organizing welcome events, inviting a new summer youth camp, cleaning our facilities, or training our staff on new work skills, it's all done to serve our residents and to support the mission of UW-Madison.


Responsibilities:
Plans, directs and manages strategic planning initiatives for multiple human resources (HR) functions such as recruitment, employment relations, performance management, compensation and classification, and/or payroll and benefits. Develops recommends, and implements approved policies and procedures and ensures strategy alignment. Develops and manages the division's human resources budget.

  • 20% Plans, directs, implements, and manages strategic initiatives for multiple human resources functions
  • 5% Develops and monitors the division's HR budget
  • 20% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 10% Develops, recommends, and implements policies and procedures to comply with laws, regulations, institutional policies, and divisional objectives
  • 15% Develops resolution strategies regarding HR matters such as workforce performance and competency gaps, organizational structures, and compensation, and develops training plans and mitigation strategies as needed
  • 15% Oversees HR activities such as recruitment, pay administration programs, new hire orientations, employee benefits, and health and safety plans through managerial HR staff
  • 10% Serves as an advisor and liaison to internal and external stakeholders providing organization information and interpretation of human resources policies and procedures and represents the interests of the division
  • 5% Collaborates closely with the functional areas of OHR on implementation of strategies and campus policies. Coordinates service delivery with the campus shared services unit.


Tasks:

  • Advocates for, represents the needs of, and serves as primary liaison between campus partners and the Division.
  • Develops and provides training and development for departmental staff, Divisional managers, supervisors, and staff, including student employees.
  • Serves on Incident Response Team for University Housing's Continuity of Operations Plan (COOP); Provides leadership and makes decisions regarding and during emergency management; Expected to provide after hours contact numbers.
  • Serves on Divisional Leadership Team.

- Minimum of 7 years of progressively responsible experience in HR leadership role(s) including supervision of Human Resources staff.

- Over 10 years of progressively responsible experience in HR leadership role(s) including supervision of Human Resources staff.
- Previous HR experience in a higher education or similar setting.
- Previous HR experience in a multi-shift, multi-lingual environment.
- Previous HR experience working with organizations that operate 24/7.
- Demonstrated success and commitment to customer service and excellence.
- Experience utilizing a Human Resources Information System (e.g. Workday, Peoplesoft, etc.)

This is a full-time appointment. The starting annual salary is $150,000 or higher based on qualifications and includes a competitive retirement and benefits package.

Additional Information:

Primary schedule is 8:00am to 4:30pm, Monday through Friday. Extra hours as priorities dictate. Schedule will be determined at time of offer. University Housing is a 24/7 operation and may require the Director to be available for late night or weekend work/events.
