Manager of Time, Attendance, Leaves, and Workers' Compensation

Required Qualifications (as evidenced by an attached resume):
Bachelor's degree in Human Resources, Business Administration, or a related field. Two (2) years of full-time experience in timekeeping, leave administration, and/or workers' compensation management. Strong knowledge of and experience working with federal and state labor laws, including FMLA, NYS PFL, Paid Parental Leave, LTD, and workers' compensation regulations. Proficiency in timekeeping and HRIS systems (e.g., Oracle, ADP).

Preferred Qualifications:
Advanced degree (foreign equivalent or higher). Professional HR certification (i.e., SHRM-SCP, SHRM-CP, HRCI, or PHR/SPHR). Experience working with unionized workforces and interpreting collective bargaining agreements. Supervisory experience. Experience in public sector employment and/or higher education, or within a large complex environment.

Brief Description of Duties:
The Manager of Time, Attendance, Leaves, and Workers' Compensation is responsible for overseeing all aspects of time tracking, attendance management, leave administration, and workers' compensation processes. This role ensures compliance with multiple union contracts, organizational policies, federal and state regulations, and labor laws while fostering efficient workflows and supporting employees and managers. The manager will lead a team and collaborate with key stakeholders to ensure accurate records, timely reporting, and exceptional service delivery Excellent communication and problem-solving abilities independently and within a team setting is needed to be successful in this role. This role typically operates in an office setting, with occasional travel for meetings or training. Extended hours may be required during critical periods such as audits, payroll cycles, or system implementations. The Manager of Time, Attendance, Leaves, and Workers' Compensation plays a vital role in ensuring organizational compliance and employee support, making this position ideal for a detail-oriented leader with a strong commitment to operational excellence. Exceptional analytical and organizational skills with attention to detail is crucial for success within this role as well as the ability to manage multiple priorities in a face-pace environment.



  • Time and Attendance Management:


    • Administer and maintain the organization's timekeeping systems to ensure accuracy and functionality.
    • Oversee daily monitoring and reporting of employee attendance, overtime, and scheduling.
    • Conduct regular audits of time records to ensure compliance with labor laws and policies.
    • Train employees and managers on timekeeping policies and system usage.
    • Identify training needs and promote opportunities for professional development and growth.


  • Leave Administration:


    • Manage all aspects of employee leave, including FMLA, NYS PFL, Paid Parental Leave, Short and Long-term Disability, and other statutory and company-provided leave programs.
    • Ensure timely and accurate processing of leave requests, approvals, and tracking.
    • Provide guidance to employees and managers on leave policies and entitlements.
    • Maintain detailed records of all leave transactions and ensure compliance with federal and state laws.
    • Head State and Federal leave audits by reviewing departmental practices related to the FMLA, ensuring compliance with required regulations by examining employee leave requests, medical certifications, and company policies to identify any potential violations or areas for improvement, often conducting on-site audits to gather necessary documentation and interview relevant personnel.


  • Workers' Compensation Management:


    • Oversee the workers' compensation process, including the timely filing of claims and coordination with insurance carriers.
    • Work closely with injured employees, supervisors, and third-party administrators to facilitate a smooth claims process.
    • Ensure appropriate documentation and tracking of workers' compensation cases.
    • Develop and implement strategies to reduce workplace injuries and manage return-to-work programs effectively.
    • Attend WC hearings as necessary.


  • Compliance and Reporting:


    • Ensure compliance with applicable labor laws, collective bargaining agreements, and company policies.
    • Prepare and analyze reports related to time, attendance, leaves, and workers' compensation metrics.
    • Monitor and implement changes to policies and procedures to align with legal requirements.
    • Conduct audits to identify discrepancies or areas for improvement.


  • Team Leadership and Collaboration:


    • Lead and develop a team of professionals responsible for timekeeping, leave administration, and workers' compensation.
    • Collaborate with Payroll, Benefits and other departments to ensure seamless integration of time and leave data.
    • Serve as the subject matter expert and primary point of contact for escalated issues.


  • Other duties or projects as assigned as appropriate to rank and departmental mission.



Special Notes:
This is a Management Confidential position. This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
