The Undergraduate Colleges Business Office (UCBO), established in 2012, provides financial, human resources, academic personnel, facilities management, and related administrative services to the undergraduate colleges, which include the Provost offices, Writing/Core sequence programs, academic advising, student affairs, and residence life units, UC San Diego International House, as well as the Council of Provosts (COP).

Under the supervision of the Fiscal Operations Manager, this key position serves as the Fiscal Analyst for the Undergraduate Colleges and UCBO. The Fiscal Analyst provides comprehensive fiscal administration for the 8 undergraduate colleges, in a team environment, for approximately 300 + staff, 700+ student employees, 20 + faculty, and student leaders.

Working in a collaborative team environment, the Fiscal Analyst t is part of a team that oversees the development and implementation of reporting and data analysis that serves the Undergraduate College and UCBO, administrative cores and academic units. Incumbent is responsible for analyzing business process and financial/accounting problems, developing solutions and reports, validating information and implementing processes to support financial and accounting processes. Collaborate with College units, and c campus partners in building effective reports and troubleshooting data. Incumbent will use campus databases (HR, UCPath, Oracle, etc.) to provide planning, resource management, and reports for UCBO constituents. Responsible for producing and managing ad hoc reports and data requests. Research and analyze previous and current year's financial cost accounting structures, payroll problems, errors and inaccuracies. Provide training in utilizing tools and reports as needed. Participate in special projects and perform other duties as assigned. Assist Fiscal Operations Manager to provide fiscal-related training to colleges' staff. Lead on special fiscal projects as assigned by the Fiscal Operations Manager. Serve as the back up to the Departmental Security Administrator and Procurement Card Administrator. Participate and contribute to short and long term unit goals.

• During fiscal close in late May/June and early July, occasional evenings and weekends may be required and time off requests are kept to a minimum and/or require advanced approval. Overtime may be required.

• Strong demonstrated experience in accounting/bookkeeping principles, generally accepted accounting principles, budget planning and analysis, projections, purchasing, inventory, audit procedures, and related functions. Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments.

• Experience with contract and grant proposal formats, preparation, submission and administration as well as federal and private granting agency regulations.

• Working knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close-out, including but not limited to Cost Accounting Standards (CAS), A-21, A-110, A-133, etc.

• Working knowledge of finance policies, practices, and systems. Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternatesolutions, make recommendations and incorporate information into budget formats for official presentation. Ability to prepare accurate financial data in various reporting formats.

• Demonstrated skill in projecting salary and benefit costs and preparing multi-year projections.

• Experience analyzing and interpreting which policies and procedures apply to a given situation. Strong analytical, organizational, problem solving, negotiation and decision-making skills. Expertise to clarify and resolve situations and recommend action for attainable goals.

• Demonstrated ability to effectively present information verbally and in writing clearly and concisely. Excellent written and electronic communication skills which facilitate professional, effective, and courteous interaction with a diverse population. Demonstrated ability to effectively compose, edit and proofread with clear and concise expression, proper grammar, style, and punctuation.

• Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports. Excellent computer skills using Microsoft Word, Excel, Powerpoint, Outlook (or similar email system) and a varietyof web-based programs.

• Demonstrated interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multi-task in a high volume environment.

• Ability to adapt to changing priorities.

• Ability to function as a member of a team. Ability to work within a team framework participating in group discussion regarding systems, procedures, and goals of the unit.

• Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.

• Proven ability to make recommendations and participate in decision-making regarding administrative and budget matters.

• Demonstrated ability to work independently, take ownership of work performance, follow through on assignments, and anticipate, identify, and analyze problems. Resolve or recommend course of action for resolution as appropriate acknowledging tasks/issues which need the attention of the Fiscal Operations Manager and/or CAO.

• Excellent interpersonal skills exercising professionalism, tact, diplomacy, and flexibility and the ability to interact effectively with faculty, staff, students, and the public. Ability to handle highly confidential and sensitive matters discretely/diplomatically.

• Experience with electronic filing systems. Ability to maintain and cross-reference complex filing systems for rapid/easy retrieval by self and others.

• Willingness and demonstrated ability to meet established standards for dependability and attendance.
