Overview
Come Find Your Spark at Quartz! Quartz is seeking an experienced, Manager, Benefit System Configuration to join our Business Analyst Department. This position will oversee a team of Business Analysts with a focus on analysis and configuration of benefit plans. This role will provide technical guidance to employees, colleagues, and/or customers and manage consistent operations, scalability and stability of programs and deliverables. The Manager, Benefit Configuration will adapt departmental business plans and priorities to address resources and operational challenges for their own team, as well as identifying room for improvement. This position will manage cross-project and intra-departmental dependencies, front-line leaders and/or individual contributors who exercise independence in assignments. Benefits:

- Starting salary based upon skills and experience: $107,500 - $134,4000 plus robust benefits package
Responsibilities
- Manage team to provide timely support and resolution for benefit plan configuration related issues; ensure the team is accountable for timeliness and accuracy of responses.
- Create, maintain, and approve departmental policies and procedures and ensure timely annual review; provide policy and procedure input to other areas of support when changes are implemented.
- Review and approve all test plans to ensure requirements are thoroughly tested and integration testing is conducted when applicable with other internal/external systems.
- Oversees design, configuration, testing, implementation, and support of Benefit systems (Healthlink Benefits Engine and FIRE). Supports staff in designing and supplying compliant SOB (Summary of Benefits), SBC (Summary of Benefits & Coverage), and Certificates of coverage.
- Review and present financial impact reporting documentation and guide remediation efforts.
- Impacts business direction through the development of innovative services or products; develops and manages initiatives to deliver results. Focus on Innovation & Accountability.
- Manages third-party relationships/vendors and their applications concerning budget and outcomes.
- Generates/promotes ideas for creatively applying existing or new technology or processes.
- Develops business workflows/processes and leads technical solutions; responsible for identifying appropriate stakeholders for collaboration and approvals.
- Develops ongoing oversight of policies and procedures to achieve specific goals.
- Facilitates and leads change management initiatives and monitors their implementation.
- Adapts plans and priorities to meet service, technical, and/or operational challenges.
- Establishes and maintains service level expectations for processes supported.
- Leads highly visible multidisciplinary project teams or initiatives; provides industry thought leadership; breaks down barriers to develop and achieve organizational goals.
- Facilitates broad dialogue, including senior leaders, across external/internal teams and departments on difficult, complex, or sensitive matters.
- Interacts with/persuades peers, individual contributors, and stakeholders to discuss, consider various options, and resolve operational matters.
Qualifications
- Bachelor's degree in Business Management or related field with 5+ years of experience in healthcare applications
- OR Associate degree with 8+ years of experience in healthcare applications
- OR High School equivalency with 11+ years of experience in healthcare applications
- Six Sigma Yellow Belt certification or ability to obtain within 6 months of position start date
- Certification or ability to obtain core administration system certification within 6 months of position start date. This includes but not limited to: Claims, Benefits, Enrollment, EDI, Contracts, and/or Web.
- Must have experience leading third-party vendors implementing new technology
- Able to be an external thought leader within a strategic function or discipline/department and influences the strategy to address internal or external business and regulatory issues.
- Demonstrated knowledge of benefit plans, systems, and operations
- In-depth understanding of healthcare concepts, theories, and principles in own benefit plans and knowledge of other health plan operations
- Knowledge of business unit activities, goals, and critical success factors that influence systems applications
- Expertise within internal and external applications, maintaining expert knowledge health plan system applications, such as Epic Healthlink tools
- Ability to problem solve and apply analytic thinking skills
- Good knowledge of computer software applications
- Excellent oral and written communication skills including effective interaction with both internal and external parties including vendors and contractors
- Works well under pressure and adaptable to change
