Purpose of Position

The Cybersecurity Awareness Project Manager is responsible for our security awareness and education program. Ultimately this role will be to reduce risk to our organization by ensuring all employees, staff and contractors know, understand, and follow our security requirements and behave in a secure manner. As part of this role, the Program Manager will create a strategy for program development, logistics, and execution developing training programs in support of internal and external stakeholders

Essential Functions

  • Develop and Implement Employee Engagement Programs:
    • Create and sustain a positive program that engages employees, focusing on promoting secure behaviors both at home and at work. Ensure employees demonstrate consistent secure behaviors regardless of their location or the devices they use.
    • Design and maintain a long-term program aimed at transforming not just behavior but the overall security culture within the organization.
    • Organize and host a biannual statewide higher education cybersecurity conference for security and IT practitioners, including recruiting speakers and coordinating with event planning and AV teams.
    • Develop a metrics framework to effectively measure the program's requirements and success.
    • Design, develop, and administer SharePoint and Teams sites to enhance collaboration among information security staff and CISOs across the System. Maintain internal and public departmental websites.
    • Recruit and supervise student associates or part-time employees to assist in designing and developing materials and supporting conference planning.
  • Risk Identification and Mitigation:
    • Identify the primary human risks to the organization and the necessary behavioral changes to mitigate these risks. Develop and maintain a security awareness program that effectively modifies these behaviors, ensuring employees act securely and reduce organizational risk.
    • Address evolving issues such as AI and privacy, and inform team members about how policies apply to these new initiatives.
  • Compliance and Standards Adherence:
    • Ensure the security awareness program complies with all industry regulations, standards, and state compliance requirements.
    • Ensure the security awareness program effectively communicates security policies and requirements, ensuring employees understand and adhere to them.
  • Contract Management:
    • Manage contracts with software vendors, cloud services, consultants, event venues, hotels, exhibitors, caterers, and other stakeholders to support various program activities.
  • Other duties as assigned.
Knowledge, Skills & Abilities

  • Experience developing and authoring training using tools like Camtasia or Articulate Storyline 360 and deploying SCORM compliant courses in learning management systems.
  • Understanding of the concepts of information risks and the different elements that make up risk. In addition, have at a minimum a basic understanding of the different concepts of information security.
  • Must have experience with common graphic design tools and be able to produce visually engaging graphics, posters, newsletters, and presentations.
  • Knowledge of content management systems and learning management systems.
  • Experience with data analytics tools or process automation tools are preferred.
Required Qualifications

  • Degree Requirements: Bachelor's degree in Communications, English, Computer Science, Cybersecurity, Information Systems, Information Technology, Business Management, or related major or equivalent work experience.
  • A minimum of 5 years of related work experience in security awareness, compliance, or technical training.

  • Master's degree
  • Preferred qualifications: SSAP Certification, CCAP, and PMP Certification
  • Marketing-minded: Creativity and imagination, capacity of coming up with new ways of delivering the message in engaging and innovative ways
  • High achiever, team player, quality-oriented, enthusiastic, people person
  • General consulting: appetite for client work, presentation skills, ability to work independently and in teams

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration. Background checks are conducted by third-party vendors. Upon request form the third-party vendor, candidates under final consideration must provide the required information for the background checks to be completed.
