U.S. Citizenship with the ability to obtain DHS Clearance

Job Summary:

The Deputy Program Manager (DPM) will support the Program Manager in overseeing all contractor work performed under the FEMA Blanket Purchase Agreement (BPA). The DPM will assist in managing program execution, ensuring contractual compliance, and serving as a key liaison with FEMA leadership. In the absence of the Program Manager, the DPM will assume full authority to act on all matters relating to work performed under this agreement.

The Deputy Program Manager must be able to read, write, speak, and understand English fluently. Any changes to this position require prior approval from the Contracting Officer (CO) and the Contracting Officer's Representative (COR).

Key Responsibilities:

  • Assist the Program Manager in overseeing all contractor work performed under the BPA.
  • Act as the primary point of contact for FEMA leadership in the Program Manager's absence.
  • Manage and coordinate multiple complex, time-sensitive support activities, including data analysis and reporting.
  • Develop and execute detailed project work plans within 72 hours as required.
  • Facilitate high-level discussions, working groups, and engagements with senior FEMA leadership, elected officials, and emergency management stakeholders.
  • Ensure timely production of written reports for executives, policymakers, and senior leadership.
  • Monitor program performance, ensuring compliance with contractual obligations and government requirements.
  • Serve as an escalation point for problem resolution, ensuring technical issues are addressed within two (2) hours of notification.
  • Ensure 24/7 availability for disaster response operations, with the capability to process urgent orders within two (2) hours of receipt.
  • Support coordination with state, local, tribal, and territorial emergency management agencies.

Minimum Qualifications:

  • U.S. Citizenship with the ability to obtain a DHS Clearance.
  • Undergraduate Degree from an accredited institution.
  • Minimum of ten (10) years of recent experience managing contracts of similar size and scope.
  • Minimum of ten (10) years of experience in emergency management and/or homeland security, including work on declared disasters and coordination with state and local emergency management agencies.
  • Demonstrated ability to manage multiple complex and time-critical tasks simultaneously, including analysis and data collection.
  • Proven experience developing and executing project management documentation and work plans under tight deadlines (within 72 hours).
  • Strong background in facilitating discussions, working groups, or events with executive and senior leadership.
  • Excellent communication and reporting skills, with the ability to produce high-quality written reports for elected officials and senior executives.


Preferred Qualifications:

  • Master's Degree in Emergency Management, Homeland Security, Public Administration, or a related field.
  • Experience working with FEMA, DHS, or other federal emergency management agencies.
  • Expertise in federal emergency management policies, regulations, and operational procedures.


Availability Requirements:

  • The Deputy Program Manager must be available via telephone and email between 8:00 AM and 5:00 PM EST, Monday through Friday.
  • A designated technical point of contact (POC) or alternate must be available to respond to requests and resolve technical problems within two (2) hours.
  • For disaster response operations, a designated individual must be reachable 24/7 to process urgent orders within two (2) hours of receipt.
