Job Overview

We are seeking a highly experienced After-Action Review Lead to support FEMA's disaster response and recovery efforts by conducting comprehensive after-action reviews (AARs). The ideal candidate will have a strong background in emergency management, data collection, and analysis to assess disaster response effectiveness and provide actionable recommendations for improvement.

Key Responsibilities

  • Serve as the primary point of contact for FEMA on disaster after-action review efforts.
  • Lead after-action reviews, including data collection, validation, and analysis.
  • Conduct field interviews, hotwashes, surveys, and stakeholder engagements to gather insights.
  • Research relevant laws, policies, procedures, and regulations to inform analysis.
  • Perform root cause and process-based analysis of collected data.
  • Develop findings, observations, and courses of action aligned with FEMA guidelines.
  • Produce detailed after-action reports, quick look reports, summary findings, and briefs.
  • Maintain accurate records and manage findings in approved authoritative data sources.
  • Ensure after-action review products are accessible and organized in FEMA's designated libraries.
  • Facilitate executive and senior leadership discussions, interviews, and workgroups.
  • Manage multiple concurrent projects under time-sensitive conditions, ensuring deliverables are met within 72 hours when required.
  • Deploy to disaster sites as needed to lead after-action review tasks.
  • This is not an exhaustive list of responsibilities. Additional duties may be required



Qualifications

  • Minimum 10 years of experience in emergency management and/or homeland security, with at least 5 years directly related to major disaster response efforts.
  • Expertise in qualitative and quantitative data collection and analysis, including research on emergency management policies and best practices.
  • Demonstrated ability to write and present technical reports for government executives and senior leadership.
  • Experience facilitating executive discussions, interviews, and working groups to extract key findings and insights.
  • Strong project management skills, including the ability to develop detailed work plans and execute tasks within tight deadlines.
  • Bachelor's degree (or 5 additional years of relevant experience in place of a degree).
  • Ability to deploy to the field as needed to support disaster after-action reviews.
  • U.S. Citizenship and DHS clearance required.


  • Strong proficiency in Microsoft Office Suite, data management tools, and report-writing software.
  • Excellent written and verbal communication skills, with an ability to engage diverse stakeholders.
