Essential Job Functions

JOB SUMMARY

Responsible for executing programs that ensure the Company is in full water quality compliance with all Federal and State regulatory requirements in the distribution system; and satisfying/exceeding customer expectations from after treatment throughout the distribution system network of over 4,200 miles of distribution/transmission piping serving a population of over 850,000. Primary responsibility in assuring cross-connection prevention and control.

ESSENTIAL JOB FUNCTIONS

Responsible for the execution and administration of the Cross-connection Prevention and Control Program to assure U.S. EPA Regulatory and Kentucky Division of Water requirements, including the Revised Total Coliform Rule (RTCR).

Supervise day-to-day activities of personnel responsible for water quality compliance and external customer quality satisfaction, including coordination, supervisor, and monitor the workings of various teams/sub-teams within the department to maintain safe and effectively managed water quality distribution.

Develop operating goals, set employee goals, and perform regular performance reviews, in addition to setting vacation schedules, managing overtime, approving timecards, and ensuring proper coverage during weekends, holidays and emergency events.

Support other programs in the department that ensure high quality safe water from the treatment plant throughout the distribution system until it reaches all end users, including distribution treatment and residual management and water quality customer satisfaction.

Supervise employees for overall cross-connection prevention and control program administration; ensure cross-connection inspections are performed; backflow test results from external contractors are reviewed/monitored and entered accurately; customer compliance of backflow prevention requirements is followed; and proper corrective actions are implemented as needed to assure compliance.

Provide input and guidance with the Louisville Water Company Service Rules and Regulations that impact cross-connection control measures.

Support the development and execution of an approximately $2 million operating budget. In addition, execute the program covered by an over $1 million cross-connection customer fee.

Maintain facility backflow prevention installation and testing measures and assure compliance with Louisville Water Service Rules and Regulations.

May function as the Chief Engineer's designee for cross-connection prevention and control compliance decisions, as needed.

Supervise, develop, mentor and coach staff as needed to become better employees. Delegate appropriate tasks to employees and follow through with proper accountability.

Achieve or support strategic objectives and customer needs, through process analysis and improvement. Formulate and implement program procedures to maximize system outputs by improving effectiveness, efficiency, and adaptability, and safeguard integrity of measurement data.

Conduct continuous process data analysis, develop, and maintain SOPs, productivity measurements, short and long-term projects based on best industry practices and identify/implement continuous improvements in cross-connection prevention and control management.

Work as directed, as a liaison between the Company and Kentucky Division of Water, Kentucky Division of Plumbing, Health Department and/or USEPA compliance officials, on regulatory and compliance issues.

Manage, and maintain internal relationships with support areas such as Engineering, Operations, IT, HR, Accounting, and Finance to improve overall departmental and organizational effectiveness; and external relationships, such as industrial/commercial customers, Kentucky Division of Plumbing, EPA Kentucky Division of Water, and Department of Public Health.

Direct employees to investigate, respond to, and resolve actual and potential distribution system water quality problems, including water quality customer complaints, theft of water, cross connections, intentional/unintentional contamination, terroristic threatening/activity, and other persistent water quality problems.

Manage and fully execute capital projects required to maintain water quality in the distribution system.

Direct employees to plan and provide safety in all aspects of work to ensure that the employees and the general public are protected from accidents and harm, including training on the safe operation of water quality equipment, and chemical hazards associated with feeding systems or cleaning agents and various safety tasks.

Respond to and implement any corrective actions or deviations that may be required by the Kentucky Division of Water routine inspections, sanitary surveys, and/or water quality compliance related issues.

Coach, counsel, implement discipline and evaluate program employees to ensure they are fully trained, technically competent and achieving results in identified goals.

Perform other related duties as assigned.

SUPERVISORY RESPONSIBILITY

This position may manage union, non-exempt, and exempt employees and is also responsible for the performance management of employees within the department.

WORKING CONDITIONS

Generally, works a 40-hour week in office/lab environments with occasional field visits; chemical and bacteriological laboratories may contain hazardous materials and equipment; field visits may require extensive standing, stooping, and walking on varying surfaces/terrains in adverse weather conditions while working throughout the distribution system. Occasional travel between Company locations is required. This position is considered essential during emergency situations and/or inclement weather and to on-call/call-out during night and other off-duty time during emergency/non-emergency events.

MINIMUM QUALIFICATIONS

Associate's Degree, preferably in Construction Management, Business Administration, Business Management, Engineering, or related field; and

nine (9) years of engineering, water quality, treatment, and/or research; and

Kentucky Class IV-A treatment operator and/or IV-D distribution operator's license or the ability to obtain either license within eighteen (18) of placement in position; and

Valid driver's license.

OR

Bachelor's degree, preferably with a major in Chemistry, Biology, Environmental Sciences, and/or Engineering; and

Five (5) years of experience related to engineering, water quality, treatment, and/or research; and

Kentucky Class IV-A treatment operator and/or IV-D distribution operator's license or the ability to obtain either license within eighteen (18) of placement in position; and

Valid driver's license.
