Under the general supervision of the Chief Engineer Transmission and Distribution Planning, provides the necessary leadership, communications, organization, planning and control for the Transmission Planning and Compliance section of Engineering. Performs the role of Section Manager for Transmission Planning with internal and external stakeholders responsible for the entire transmission planning process, risk methodology and design standards. Ensures transmission planning processes and studies are conducted in compliance with all related PSC/BPU FERC, and NERC requirements. Manages and leads NERC/FERC compliance for the Electrical Engineering organization to ensure processes and procedures are current and compliant with all related regulatory requirements.
Core Responsibilities
- Develops goals and objectives for the Transmission Planning and Compliance Section, monitors performance, controls expenditures, and makes necessary adjustments.
- Prepares capital and O&M budgets, ensuring projects meet regulatory and compliance requirements for system security, cyber security, safety, and reliability.
- Provides leadership in planning and preparing transmission projects for the electric systems five-year, ten-year, and twenty-year capital infrastructure requirements.
- Directs and supervises engineers and consultants in completing required planning studies.
- Interfaces with various departments to ensure proper risk methodology and design standards for the electric transmission system.
- Supports the Climate Leadership and Community Protection Act (CLCPA) in NY and the Energy Master Plan (EMP) in NJ.
- Ensures timely completion of transmission planning studies and analyses to meet compliance, regulatory, and audit obligations.
- Provides direction for regulatory required studies, including the Coordinated Grid Planning Process (CGPP) and other NY-CLCPA and NJ-EMP requirements.
- Manages NYISO/Local requests for transmission service, coordinating planning studies, developing solutions, and working with stakeholders from inquiry to project energization.
- Engages internal departments and external customers to resolve system issues related to power quality, loading, protection schemes, system reliability, and customer issues.
- Ensures coordination between transmission and distribution planning for integrated planning processes, including load forecasting and system operations support.
Required Education/Experience
- Bachelor's Degree Engineering and 8 years of related work experience or
- Master's Degree Engineering and 6 years of related work experience

- Bachelor's Degree Electrical Engineering and 8 years of related work experience
- Master's Degree Electrical Engineering and 6 years of related work experience
Relevant Work Experience
- Related experience in the engineering, operations, and/or maintenance of the Companys electric system with at least 3-5 years of direct experience with electric system planning. Relevant NERC regulatory compliance experience will also be considered.
- Experience with PSC/BPU regulatory filings and NERC compliance
- Excellent oral and written communication skills as well as presentation skills and the ability to work with all levels of management.
- Ability to exercise independent judgment and render sound business/engineering decisions.
- Able to communicate effectively and efficiently and to work in harmony with other departments and outside customers and regulatory authorities.
- Knowledge of the Orange and Rockland electric transmission and distribution system preferred.
- Demonstrated ability to supervise and/or lead teams or projects is preferred.
Skills and Abilities
- Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
Licenses and Certifications
- Driver's License Required
- Professional Engineer (PE) PE License in NY or NJ. Preferred

Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel within O&R and CECONY service territory, as needed.
