Position Description
Will be responsible for subcontract administration of Federal and commercial contracts. Will work closely with technical leads and management in negotiation and the administration of standard and complex agreements with Consultants, Subcontractors and Vendors. Duties include the issuance of Nondisclosure Agreements (NDAs); Teaming Agreements for potential subcontractors and consultants; preparation and issuance of solicitations; conducting cost analysis; preparation and administration of subcontracts and consulting agreements and amendments ensuring compliance with prime contract provisions, company policies and overall goals of company with little oversight from the manager. Will do purchasing and prepare negotiating materials for equipment and supplies from vendors. Will evaluate vendor quotes and services to determine most desirable suppliers. Primary responsibility will be the interpretation of contractual terms and conditions as they relate to subcontract, consultant and vendor agreements.
Skills Required
5+ years of subcontract and procurement management experience. Must have previous full-life-cycle subcontract administration experience and a clear understanding of the DCMA CPSR (Defense Contract Management Agency, Contractor Purchasing System Review) audit program requirements. Familiar with all contract types to include IDIQ. FFP, T&M, CPAF and CPFF based agreements for Government prime contracts. Must have the ability to draft complex, non-routine contractual instruments; expert knowledge of contracting concepts, applicable public contract acquisition law, and regulations; and strong analytical and communication skills. Must be able to apply independent judgment and creativity to resolution of contract issues.
Education
BS/BA in business administration, related field, or equivalent.
Location
The position is eligible for telework. Candidates must be able to work on site as needed in Greenbelt, MD.
Salary
The salary range for this role is $60,000 - $100,000/year. This range is a good faith estimate based on similar roles across the organization.
