Technical Procurement Analyst
Job Summary This is a Contract Role.
We are seeking a dedicated and detail-oriented Technical Procurement Analyst with a focus on digital accessibility. The successful candidate will play a crucial role in ensuring that all procured digital products and services meet accessibility standards and contribute to our mission of inclusivity. This role requires a blend of technical proficiency, procurement expertise, and a deep understanding of digital accessibility standards and best practices.
Scope of Responsibility:
- Accessibility Risk Assessment:
- Evaluate digital products and services for compliance with accessibility standards such as WCAG 2.1, ADA, Section 508, and other relevant guidelines.
- Review Voluntary Product Accessibility Templates (VPATs) provided by vendors to verify claims of accessibility.
- Coordinate and evaluate manual accessibility testing to validate the accessibility features and claims of digital products and services.
- Identify any accessibility gaps and work with vendors to address these issues before finalizing the procurement.
- Procurement Support:
- Collaborate with the procurement team to integrate accessibility criteria into the procurement process.
- Review and assess vendor proposals, ensuring they include comprehensive accessibility plans and demonstrate a commitment to digital accessibility.
- Negotiate accessibility-related terms and conditions with vendors and suppliers.
- Participate in pre-procurement risk assessments. Identify potential accessibility-related risks and liabilities associated with digital product procurement and implement strategies to mitigate these risks.
- Ensure that all procurement contracts include clauses that protect the company from liability related to accessibility non-compliance.
- Policy and Compliance:
- Develop and maintain internal accessibility policies and guidelines for digital procurement.
- Ensure all digital procurement activities comply with applicable laws and regulations related to accessibility.
- Stay updated with changes in accessibility laws, standards, and best practices.
- Vendor Management:
- Work closely with vendors to ensure ongoing compliance with accessibility standards throughout the contract lifecycle.
- Provide guidance and support to vendors in implementing and maintaining accessibility features.
- Training and Education:
- Work with the Digital Accessibility Program team in training sessions for internal teams on digital accessibility best practices and procurement processes.
- Develop and deliver training programs focused on digital accessibility standards and procurement issues to other procurement analysts and buyers.
- Ensure that procurement staff are knowledgeable about accessibility requirements and best practices to integrate them effectively into their procurement activities.
- Create training materials, guides, and resources to support ongoing education on digital accessibility within the procurement team.
- Documentation and Reporting:
- Maintain detailed documentation of accessibility assessments, procurement decisions, and vendor communications.
- Generate reports on the accessibility status of procured products and services for management review.
This is a one-year term appointment with the possibility of extension.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $84,400 - $180,000 (Annual Rate). Department Description UCSF is a leading institution dedicated to promoting health worldwide through advanced biomedical research, graduate-level education in the life sciences and health professions, and excellence in patient care. It is the only campus in the 10-campus UC system dedicated exclusively to the health sciences. UCSF is technologically and organizationally complex, with both centralized and departmental IT units providing support for enterprise and specialized services. UCSF IT provides education, research, and health technology services, along with shared infrastructure, security, analytics, application, and customer support services, and is essential to the organization's ability to support growth, mitigate security risk, and manage, store and share sensitive information. This position reports to the Digital Accessibility Program Manager and works along with the Web Services, Developer Experience, Accessibility and Analytics, and IT Security teams, and supports the Health Procurement and Supply Chain Management departments. Required Qualifications
- Bachelor's degree in a related area and/or equivalent experience/training.
- 5+ years of relevant progressive experience
- Ability to perform risk assessment, cost analysis, and planning for major commodities.
- Knowledge of UC procurement policies, the organization's departments and operations and Federal Acquisition Regulations. Knowledge of relevant digital accessibility laws and policies, including ADA Title II and Section 508 of the Rehabilitation Act.
- Advanced level of proficiency in the use of reporting and analysis software.
- Strong negotiating skills.
- Advanced skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, etc.).
- Full knowledge of the purchasing function, with experience managing procurement under compliance regimes.
- Ability to communicate complex information to others verbally and in writing.
- Ability to read, interpret, develop, and negotiate terms and conditions of contracts, including digital accessibility terms, and liability and indemnification.
Preferred Qualifications
- Professional certification (IAAP, CPACC, DHS) preferred.
