Responsible for the oversight of the Philadelphia site for all human resource functions, maintaining the authority and accountability for employment, compensation, benefits administration, employee relations, HRIS, performance management, legal compliance, policy administration, labor relations matters including primary responsibility for labor contract administration and main point of contact for Union Leadership. Leads Human Resources practices and objectives that will provide a high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment and the recruitment and ongoing development of a superior workforce. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Identifies legal requirements and government reporting regulations affecting human resources areas of responsibility and develops and implements policies, procedures and compliance reporting.
- Oversees and manages recruitment, working with the TA Team, including onboarding, and retention, working with all levels of the organization.
- Supports the administration of compensation programs; including establishment and annual review of salary ranges, annual merit increase process, promotional increase process, bonus programs, etc.
- Works with Company leaders as a business partner to design, develop and implement policies and programs that ensure the success of the business strategy and objectives.
- Contribute to the business strategy by helping business leaders identify, prioritize, and build organizational and talent capabilities.
- Manages the HR budget ensuring the effective, efficient utilization of human and material resources.
- Manages current knowledge of employee and labor relations trends, legal decisions, and statutory changes; conducts research necessary to support contract negotiations and employee relations.
- Manages the relationship between the union and site leadership, providing guidance and direction.
- Provides clear and concise direction and oversight of employee relations matters including investigative processes, employee complaints and resolution, corrective actions and training. Meets with and advises necessary leaders regarding employee discipline and discrimination claims.
- Works with Company leadership to assess, recommend and implement both corporate-wide and department specific management and associate, focusing on coaching and development of employees at all levels within the organization.
- Provides leadership and direct supervision to the HR team members through effective coaching and performance management.
- Leads with a "true hands on" approach as well as the ability to successfully monitor the "pulse" of the employees to ensure a high level of employee engagement.
- Has in-depth knowledge of a union environment, guides the Labor Relations Manager as necessary with all things union.
- Maintains strict confidentiality in daily operations.
- This position may require overtime and/or weekend work.
- Knowledge of and adherence to all PCI, cGMP, and GCP policies, procedures, rules.
- Attendance to work is an essential function of this position
- Performs other duties as assigned by Manager/Supervisor.
QUALIFICATIONS: Required:
- Bachelor's Degree in a related field and/or 5-10 years of related experience and/or training.
- Basic Mathematical Skills
- Intermediate Computer Skills: Ability to perform more complex computer tasks and has knowledge of various computer programs.
- Full Professional Proficiency: Ability to speak, read, and write fluently and accurately on all levels pertinent to professional needs.
- Very High Reasoning: Ability to define problems, collect data, establish facts, and draw valid conclusions. Be able to interpret an extensive variety of technical instructions in math or diagram form and deal with several abstract/concrete variables.
