Cape Fox is seeking a highly qualified Acquisition Program Manager (APM) to join our team in support of a government customer. The APM will be responsible for providing expertise in program management, acquisition planning, and contract execution within the military research environment. The ideal candidate will apply acquisition lifecycle principles, oversee cost, schedule, and performance analysis, and ensure compliance with defense regulations. Responsibilities include supporting contracting activities, financial tracking, risk management, and executive-level reporting. This position requires an Acquisition of Professional Development Program (APDP) Level I in Program Management or Program Management Professional (PgMP) certification and the ability to obtain a Secret Clearance; currently possessing an Active Secret Security Clearance is highly desired. This position is contingent upon award.

Core Duties:



  • Responsible for providing program management expertise to support day to day operations within the Bioeffect Division portfolio, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle
  • Follow in-place and help develop administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance, and oversight of research projects
  • Participate and assist with guidance in the development of strategic and tactical acquisition planning, by defining the scope, cost, schedule, and performance parameters necessary to successfully complete projects within the Bioeffects Division.
  • Collect, analyze, and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance
  • Possess and/or engage in learning defense acquisition and research policies and regulations and recommend appropriate action consistent with those guidelines
  • Proofread and edit project plans, research proposals, and data collected by the program management team and/or support staff members for accuracy and consistency
  • Identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk
  • Assist with all necessary contracting activities required to support project contract awards within the portfolio (e.g., assist with the preparation of a statement of work (SOW) with key input from Government and supporting documents for Request for Proposal (RFP) release, and ensure the necessary controls are in place to monitor the contract once awarded)
  • Assist with the design and implementation of contractual and financial execution of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist
  • Utilize financial/programming data systems to retrieve, process, and synthesize information, generate reports to support analysis, and document requirements for additional system capabilities
  • Perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding
  • Provide technical guidance, advisory support, and assistance on a wide range of research management issues
  • Participate and provide expertise to executive level staff within the Government and to contract/industry representatives
  • Participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing (as requested)
  • Utilize program management and government business applications to support the expansion of electronic products required for project reporting and management delivered to Major Commands, management officials, and identified program/project stakeholders (i.e., Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews)
