Description

Lutheran Social Services of Wisconsin and Upper Michigan is currently seeking a Program Manager to join our Low Income Tax Credit our growing team in the Madison Area!

This manager will support LITC building throughout Wisconsin and Upper Michigan. Duties in this role include, oversight of tax credit projects and property management team members, collaborating in conjunction with compliance team to ensure program compliance, supporting property management in ensuring timely collection of rents, leasing of vacant units as well as file maintenance.

The position is primarily Monday through Friday first shift, and may require occasional evening or weekend hours based on the needs of the programs.

Essential Duties and Responsibilities:

  • Analyzes policies and procedures to improve program efficiency and effectiveness. Brings suggestions to leadership teams.
  • Connects leaders and various services for consistency, efficiency, and procedures.
  • Consult with and support leaders to maintain compliance requirements for multiple federal, national, and/or state funders' program guidelines.
  • Ensure that program guideline updates are incorporated in a timely manner for compliance.
  • Ensure quality service delivery and documentation by audits and reviews.
  • Develop systems to ensure that employees meet the requirements of the applicable services and contracts.
  • Assure client needs are met with the program/service delivery.
  • Assure that outcomes are connected to the services.
  • Support assigned supervisors around day to day challenges and problem solving.
  • Recruits, interviews, hires, trains, and assigns program leaders and/or assists Program Supervisor with the process.
  • Hold direct reports accountable for the responsibilities associated with their role.
  • Supports day to day functioning of Program Supervisors to ensure timely and high quality implementation of the agency goals, objectives, and strategies.
  • Provides guidance and assistance to Program Supervisors in supporting their staff to ensure agency goals and strategies are meet.
  • Ensures communication and implementation of agency-wide policies and procedures.
  • Ensures effective use of human capital to meet practice standards as well as ensure individual and staff safety.
  • Update marketing and communications.
  • Participate in and represent services on agency-wide workgroups, new initiatives and strategic projects.
  • Establish priorities and directs the work of program staff to include delegating and overseeing work assignments.
  • Conduct performance evaluations and review/support goals of staff.
  • Select, train/teach, assign, coach and evaluate assigned LSS employees.
  • Build trusting and open relationships with staff through open dialogue as well as intentional and ongoing employee conversations
  • Schedule and facilitate leader and/or team meetings on an ongoing basis.
  • Work collaboratively with employees and other leaders to problem solve and provide solutions to issues encountered by direct service employees.
  • Serve as a role model for program supervisors and employees.
  • Recognize the need for consistent change.
  • Work collaboratively with the team to provide feedback on change initiatives and implement changes.
  • Work with business services to establish process that supports billing, cost reporting, and invoicing process.
  • Work collaboratively with business services to trouble shoot billing issues.
  • Address occupancy and allocation processes and issues with finance.
  • Complete level 1 contract review, entry, and approvals.
  • Participate in the development of the program/service budget.
  • Work collaboratively with financial analyst and director to develop accurate rates for services.
  • Work collaboratively with leaders to develop solutions to revenue and expenditure issues.
  • Work collaboratively with leaders to ensure that there is appropriate balance with referrals, workload, and staffing levels.
  • May assist in writing grants to develop new funding sources.
  • Conduct financial reviews with the Manager/Director.
  • Expected to understand productivity expectations, communicate, and uphold the standards that have been established for the employees and the programs supervised.
  • Establish and foster healthy and positive relationships with community stakeholders, funders, and donors.
  • Seek feedback and implement changes that address feedback at the program level.
  • Participate actively and represent LSS with marketing and communications to establish and reinforce a positive image of LSS in the community
  • Understands and communicates program(s) requirements per licensing and/or contracts to internal and external stakeholders.
  • Educate the community about the services provided at LSS.
  • Demonstrate community commitment with follow through and engagement in the community.
  • Monitor and respond to needs/issues regarding referrals, services, and external needs.
  • Work as a collaborative team member with other leaders to support One LSS.
  • Hold self and team accountable to promote and create a safe environment for employees, clients and stakeholders by identifying and resolving risks as appropriate, and following applicable safety procedures.
  • Provide regular and intentional updates and seek ideas for improvements through supervisor and team member meetings.
  • Performs other duties as required.

Qualifications

EDUCATION AND/OR EXPERIENCE:



  • Bachelor's degree in human service related field or an equivalent combination of education, training, and experience is required.
  • Master's degree in human service related field is preferred but not required.
  • Minimum 2 years property management experience is required.
  • 2 years of work experience supervising colleagues is required.



CERTIFICATES, LICENSES, REGISTRATIONS:



  • Must have a valid driver's license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements.

  • A Low Income Housing Tax Credit Specialist Certification is required, but can be obtained within the first three months of employment.





LANGUAGE SKILLS:



  • Ability to read, write, analyze and interpret to complete required documentation by established timeframes.
  • Ability to document in a neat, legible, accurate, objective and consistent manner to reflect the services provided.
  • Ability to effectively present information and respond to questions from all levels of LSS management and employees, as well as the individual, family, and circle of support.



COMPUTER SKILLS/TECHNOLOGY:



  • Working knowledge of computers to allow employee to access computer systems and applications to complete timecards, read and respond to email, and complete required on-line training.
  • Ability to utilize efficiently an electronic health record(s) for documentation of direct services.
  • Must be able to work on computer and utilize computer applications and programs to effectively complete the job.
  • Ability to work within a variety of ever-changing software packages and computer systems.



PHYSICAL DEMANDS/WORK ENVIRONMENT:

  • While performing the duties of this job, the worker is regularly required to talk or hear. The employee frequently is required to stand, walk, and sit and occasionally lift and/or move up to 10 pounds. Keyboarding is required for this position.
  • The incumbent of this position works in both an office environment as well as program and will balance time between both. Must be willing to work from multiple locations. The incumbent will also be exposed to outdoor weather conditions when traveling on company business.
  • May occasionally be exposed to chemical fumes such as paint and carpet cleaning. May enter client's dwellings or programs and be exposed to smoke and common house hold allergens such as dust, mildew and pets.
  • The noise level in the work environment is usually moderate.



TRAVEL: Position may travel up to 50% of the time over the two state area. Most travel is day but may include some overnights.
