Juvenile Parole & Probation Officer - Bilingual Spanish/English Portland - OYA Washington County Parole & Probation Field Office

The Oregon Youth Authority (OYA) is seeking a bilingual (Spanish/English) Juvenile Parole and Probation Officer (JPPO) to join our Washington County Field Office in Portland. In this critical role, you will provide supervision, case management, and intervention services to youth using a cognitive behavioral model that supports positive behavior change and personal growth. You will partner with youth, families, and community stakeholders to create individualized case plans, monitor court-ordered conditions, and support successful reentry into the community.

What You Need to Qualify:

A Bachelor's Degree in Psychology, Sociology, Criminology, the Behavioral Sciences or a related degree; and two years experience guiding or counseling troubled, criminal offender or socially maladjusted clients in a social service or criminal justice setting.

Three years of additional experience may substitute for the education requirement.

Special Qualifications:

  • Bilingual English/Spanish: This position requires the ability to speak Spanish and English fluently. Indicate your Spanish speaking skills in the skills section of your application or resume.
  • Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Ability to adapt communication, intervention strategies, and case management practices to align with cultural values, beliefs, and needs, ensuring equitable and inclusive services for all communities.
  • Prior Case Experience: Proven experience in case management, including assessing individual needs, setting goals, coordinating services, and documenting case activity. Ability to manage multiple cases simultaneously while ensuring compliance with agency standards, court requirements, and best practices in youth reformation.
  • Court Experience: Familiarity with court processes, including preparing reports, presenting case information, testifying in hearings, and collaborating with legal professionals. Ability to navigate legal documentation, communicate effectively with court personnel, and advocate for youth while ensuring court-ordered requirements are met.
  • Case Planning: Experience developing and implementing individualized case plans that address identified risks and needs. Skilled in engaging youth, families, and multidisciplinary teams to create actionable steps that promote accountability, behavior change, and successful community reintegration.
  • Assessments: Proficiency in conducting and interpreting risk, needs, and behavioral assessments to guide case planning and intervention strategies. Ability to utilize tools such as the OYA Risk Needs Assessment (RNA) to inform decisions and measure progress.
  • Self-Motivation: Ability to work independently, prioritize tasks, and take initiative in managing responsibilities. Demonstrates a proactive approach to problem-solving, decision-making, and ensuring the safety, growth, and success of youth under supervision.
