SUMMARY

Reporting to the Chief Diversity, Equity & Inclusion Officer (CDEIO), the Deputy Chief of Diversity, Equity & Inclusion serves as an operational and thought partner for the CDEIO and supports the overall strategic and operational oversight responsibility for strategic assessment and data initiatives. The DCDEI will partner with the Chief Diversity Equity and Inclusion Officer (Commissioners Office) to advance the County's overarching inclusion and equity goals through the development of in-depth data analytics that coordinate, monitor, and analyze data related to diversity, equity, inclusion, organizational culture, and engagement. The DCDEI is primarily responsible for collaborating with the Chief DEI Officer for the development, utilization, and completion of strategic initiatives/plans, reports, presentations, and surveys that support the County's ability to measure its progress towards its strategic goals. In addition, the DCDEI will collaborate with other departments of the County to contribute to County-wide initiatives and special projects, as needed. The successful candidate will have strong strategic management/planning skills, a keen understanding of data integrity and analytics, the ability to develop insights from data, and the flexibility to adjust strategies as needed. The ideal candidate will have the ability to build relationships at all levels of the organization, will be enthusiastic about DEI and data-driven and equity-driven decision-making, and will have the skills and experience needed to make a strategic impact in this area


ESSENTIAL DUTIES AND RESPONSIBILITIES

Strategy and Leadership
1. Work with the CDEIO as a thought partner to pace and drive the development, analysis, and implementation of priorities, partnerships, and operational needs in support of the mission of DEI in the County.
2. Advance the County's Diversity, Equity, and Inclusion (DEI) strategy by coordinating, monitoring, and analyzing data relevant to DEI strategic goals and other appropriate strategies.
3. Alongside the CDEIO, provide leadership and professional expertise by advising and supporting DEI-related projects and initiatives.
4. Build relationships and provide DEI professional expertise to teams across the organization.
5. Provide leadership by creating a culture of assessment and continuous learning and professional growth by proactively identify challenges using a data-driven equity lens to decision-making.
6. Regularly collaborate with the CDEIO to ensure that the DEI team's work is consistent with the strategic vision.
7. Represent the Chief DEI Officer at professional meetings (internal and external).
8. Support the Chief DEI Officer by providing DEI-related presentations, internally and in the community, assist with special projects and events, and attend relevant community events to maintain the pulse of the community with a focus on research and data gathering.

Administrative
1. Gather quantitative and qualitative data and perform in-depth data analysis to determine patterns and recognize trends via survey design and administration, focus groups, data from County departments, and/or other methodologies.
2. Translate data into presentations, written reports, and other methods needed to provide actionable narratives for County leadership and promote effective storytelling to stakeholders.
3. Use creative data visualization techniques to illustrate key findings and create and maintain an internal dashboard on DEI data and demographics for internal use. Consult with supervisor, leadership, HR/other departments, and other DEI actors to continually refine dashboard criteria.
4. Support the development and refinement of performance metrics to evaluate the effectiveness of activities supporting DEI programming, the equity plans, and other strategic plans and initiatives.
5. Stay current on research in DEI specifically relating to benchmarking key initiatives and maintenance of metrics/key performance indicators.
6. Ensure standardization of DEI data definitions, calculations, key performance indicators, and internal and external DEI data access guidelines. Review and provide recommendations regarding proper controls and procedures to ensure data integrity.
7. Assist the Chief DEI Officer with maintaining information for the DEI SharePoint site and webpage and other routine operational and data gathering tasks.
8. Other duties as assigned.

Collaboration and Relationship Management
* Support data efforts in other departments (ie HR and Procurement) for the advancement of DEI efforts in employment and in supplier diversity.
* Collaborate with other departments to gather and share data and to contribute to special projects related to DEI to minimize data silos and to enhance an effective DEI analytics strategy.
* Maintain expertise and reputation in the field through activities such as external service on professional committees or boards. Attend and, as appropriate, present at meetings, conferences, and thought-leader events to communicate the mission and work of DEI in the County.


QUALIFICATION REQUIREMENTS

1. A master's degree in data/business analytics, data science, computer science, statistics, applied math, business administration, or related field is preferred (relevant experience may be accepted). A bachelor's degree in an analytics-related field (e.g., mathematics, statistics, computer science) is required. A bachelor's degree in other fields with data analytics certification may be accepted.
2. Must have at least 7 years of experience with strategic initiative project management, process and performance improvement, large data visualization, HR metrics and/or DEI metrics, business data analysis, and/or reporting metrics. Experience producing/maintaining dashboards is required; experience with DEI dashboards is a plus.
3. Knowledge of qualitative and quantitative research/ data analysis, 3+ years of experience with data analytics and reporting software, (including formula development, form creation and macro writing) is required, as well as proficiency with data visualization and survey tools. The ability to routinely manage large data sets is also required.
4. Required skills in analytical thinking, data visualization, predictive analytics, machine learning, and data modeling.
5. Requires a high proficiency with Microsoft Office products and must be able to track progress, maintain records, development assessment/evaluation tools, and generate high level reports and presentations.
6. Demonstrated knowledge of DEI topics, such as identity (i.e., race, ethnicity, nationality, sexual orientation, gender, gender identity, class, disability, faith, and age), intersectionality, privilege and power, unconscious bias, micro-aggressions, improving climate, and intergroup and intra-group dynamics and dialogue is necessary. This knowledge should include current research, national trends, and theoretical models.
7. Demonstrated ability to think strategically and to synthesize complex topics into actionable insights is required as is the ability to identify inconsistencies in spreadsheets, reports, and graphics, etc. A high level of attention to detail and accuracy is required.
8. Must have strong interpersonal skills, be self-motivated, take initiative, and have a demonstrated ability to multi-task and work independently while collaborating effectively at all levels of the organization.
9. Ability to make sound decisions and demonstrate a high degree of judgment, tact, diplomacy, trustworthiness, and discretion in handling confidential and sensitive information is required. Must possess strong problem solving and exceptional "client" services skills for both internal and external stakeholders.
10. Must be an excellent communicator (written and verbal) and must be comfortable with conflict and possess the ability to manage difficult conversations in programmatic and meeting contexts. Experience creating welcoming spaces to "call in" people as a way of educating them and extracting a wide range of DEI topics is a must.
11. Must have flexibility to work nontraditional hours, including evenings and weekends. Must be able to drive or access transportation to attend various County operational sites and other County locations.
12. Experience in collecting and analyzing data related to supply chain management, small business management, and supplier diversity and the ability to translate data into insights to drive business management is a plus.


PHYSICAL DEMANDS

* Light physical effort with intermittent sitting, standing, and walking.
* Comfortable working conditions but with some exposure to stress from problem-solving and liaising across departments and communities.
