This position aims to assist in ensuring compliance with the Texas Pollutant Discharge Elimination System (TPDES), and the City's Water Conservation and Drought Contingency Plans. This is accomplished by coordinating and conducting training, construction site inspections, reviewing site plans for erosion control, processing water conservation rebates, and tracking Construction General Permits. Other duties include monitoring watering variances, developing water conservation and stormwater content for publications and or presentations, conducting detention/retention ponds inspections, issuing notices of violation, sampling stormwater outfalls, conducting on-site review of Stormwater Pollution Prevention Plans, dry weather field screening and provide administrative support. This position interacts with other City employees, citizens, and the media and does not provide direction to other employees.

• Assists in the development, management and tracking of the Stormwater and Water conservation programs to include but not limited to the annual and 5 year update for the stormwater and water conservation programs.
• Plans, develops and presents in-house Stormwater and Water Conservation training by developing lesson plans, selecting and creating educational materials, determining presentation methods, and evaluating the effectiveness of training programs.
• Provides information to the community using regulatory information, materials and programs.
• Ensures Compliance of the Stormwater and Water Conservation programs by conducting inspections, monitoring compliance in the field, and performing stormwater sampling.
• Assists with compliance of the Stormwater and Water Conservation programs per regulatory agencies and City policy.
• Documents the City's stormwater and Water Conservation awareness educational programs for submission to City, State and/or National agencies. Identifies grant opportunities for department and City projects by researching State, Federal, and Foundation websites Prepares and tracks grant submissions and reports.
• Assists in the review of construction plans for compliance with City ordinances.

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

• Bachelor's and less than one year of work experience.
• Associate's and one (1) year of work experience.
• High School diploma or equivalent and five (5) years of work experience.

Certifications and Other Requirements

Valid Texas Class C Drivers License

Knowledge of:

• Federal, State, and Local Environmental Regulations - Including Texas Pollutant Discharge Elimination System (TPDES), Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), and Environmental Protection Agency (EPA) guidelines
• Stormwater Management Practices - Best management practices (BMPs) for erosion control, pollution prevention, and stormwater detention/retention
• Construction Site Compliance - Regulations related to construction general permits (CGPs), stormwater pollution prevention plans (SWPPPs), and sediment/erosion control
• Water Conservation Policies - Principles of water conservation, drought contingency planning, and municipal water efficiency programs
• Sampling & Field Testing Procedures - Methods for stormwater outfall sampling, dry weather screening, and pollution monitoring
• Environmental Permitting Processes - Requirements for stormwater discharge permits, construction permits, and municipal separate storm sewer systems (MS4) compliance
• Public Education & Outreach Strategies - Techniques for developing educational programs, presentations, and community engagement initiatives
• Data Management & Compliance Reporting - Tracking and documenting stormwater and water conservation efforts for regulatory agencies

• Regulatory Compliance & Inspection - Conducting stormwater, construction site, and water conservation inspections to ensure compliance with City, State, and Federal laws
• Construction Plan Review - Assessing site development plans for proper erosion control and stormwater pollution prevention measures
• Public Speaking & Training Development - Creating and delivering presentations, training sessions, and outreach programs for City employees and the public
• Technical Writing & Documentation - Preparing inspection reports, compliance records, and regulatory submissions for local and state agencies
• Stormwater Sampling & Field Testing - Collecting and analyzing stormwater discharge samples to detect contaminants and pollutants
• Permit & Data Management - Tracking and maintaining records related to construction permits, water variances, and stormwater program compliance
• Customer Service & Public Engagement - Responding to inquiries from residents, contractors, and city officials about environmental regulations
