The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations. |

Rutgers, The State University of New Jersey, is seeking a Senior Director Budget and Finance for the Division of Institutional Planning & Operations (IP&O). Reporting to the Assistant Vice President of Budget and Finance for Institutional Planning & Operations (IP&O), the Senior Director provides financial oversight for budgeting, accounting, procurement, and financial reporting.
Among the key duties of this position are the following:
- The Senior Director also serves as the shared services financial governance liaison to University Human Resources on budget, finance, accounting, and reporting.
- Additionally, the Senior Director evaluates and implements efficient process workflows and ensures appropriate internal controls are in place.
- Within IP&O, the Business Affairs liaison is responsible for Planning, Development and Design, Real Estate, Space Management, and Public Safety (Rutgers Police, Emergency Services, Emergency Management, Security Technologies, ID Cards, Rutgers Construction Code, REHS).
- The liaison also works with the Office of VP Business Services, which includes multiple operations such as Mail, Records, Bookstore Operations, Surplus, Material Services, Shipping & Receiving, Warehousing, and Fleet Operations (Units).
- The majority of these units oversee all campus operational activities concerning statewide responsibilities across Rutgers-New Brunswick, Rutgers-Newark, Rutgers-Camden, and RBHS (24/7), and require significant centralized financial staff to manage all business and administrative services.

Qualifications
Minimum Education and Experience |
- Bachelor's degree in accounting or finance, along with a minimum of 5 years of management experience with financial and supervisory responsibility in a large, complex organization.

- Must be able to think strategically, handle complex organizational details, and negotiate and resolve conflicts.
- Also requires skills in planning and organizing, integrating information, making decisions, and achieving results.

Preferred Qualifications |
- Prefer a minimum of 8 years' experience in management with financial and supervisory experience in a large, complex organization.
CPA or MBA preferred to assist in the understanding of generally accepted accounting principles and applying financial concepts to day-to-day operations.- Familiarity with the operation, maintenance, and financial requirements of public safety entities preferred.
