IEM is seeking an individual to fill the full-time role of Program Manager.

Primary Location:

  • Work location is within Hawai'i and local candidates will be given preference.
  • Candidates can originate from anywhere in the US only IF they are willing to relocate to Hawai'i for the project duration.

Travel Requirements:

  • This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week.
  • All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.

Essential Functions:

Provide Program Management, overseeing Disaster Recovery program development strategies, processes, and standard operating procedures; provide guidance for federally funded grant program strategies - specifically the Community Development Block Grant for Disaster Recovery and Mitigation. Manage project managers and teams, assess employee knowledge skills and abilities, and timekeeping. In addition, this position may require experience with other federal and state programs - such as FEMA-funded programs.

This is a fast-paced environment, and each position/candidate should expect to work within tight deadlines with accuracy and consistency.

This position will require limited supervision and will manage teams and projects and interact directly with Senior staff, clients, and teaming partners. It will also require extensive grant management experience with federal programs and business development experience with leading and writing proposals and pursuing market opportunities.

  • Managing staff and coordinating internal resources
  • Managing project progress: Ensuring projects meet deadlines, deliverables, and financial expectations.
  • Managing relationships with clients
  • Overseeing incoming and outgoing project documentation/deliverables
  • Overseeing risk mitigation planning strategies
  • Reviewing project reports and delivering detailed reports for executive staff
  • Optimizing and improving processes and the overall approach where necessary
  • Securing growth opportunities and initiating new projects
  • Managing project management teams
  • Identify and advise Senior staff and the client on any potential program and project compliance risks and issues, as well as develop mitigating strategies.
  • Schedule, attend, and participate in all meetings with assigned clients as requested.
  • Provide strategy support to help our clients achieve national objectives and meet eligibility requirements.
  • Presenting and communicating programs to internal and external audiences
  • Provides written and oral reports to contract management and client representatives.

Minimum Qualifications:

  • Ten (10) years' relevant experience with management of at least five (5) projects similar in nature including:
    1. management of subordinate staff
    2. meeting project deadlines with viable deliverables
    3. budget management.
    4. weekly written and oral reports
  • Five (5) years' experience in successful delivery or performance of service of federally funded disaster recovery programs.
  • Five (5) years' experience in providing programmatic and technical assistance, performing program reviews, and project analysis.
  • Bachelor's Degree plus professional certification
  • Experience with estimation/projections of application development status, project implementation and funds expenditures for any federal Grant/sub-grant.
  • Experience with Public Speaking
  • Working locally in the state of Hawai'i

Preferred Qualifications:

  • Master's Degree in a related field
  • Project Management Professional Certification

  • Starting salary based on experience and location: $140,000 - $165,000.
