Introduction:

The Program Manager is responsible for the strategic oversight and execution of a complex portfolio of IT initiatives, which consists of a portfolio of custom and off-the-shelf enterprise applications, both on-premises and in the cloud. The Program Manager will lead a team responsible for: technical architecture and design; software development; DevOps; secure coding; cloud and database administration; operations and maintenance; mobile application development; quality assurance; business process analysis; technical documentation; and training. This role ensures effective operational planning, execution, and evaluation while overseeing fiscal, administrative, and HR management functions. The Program Manager also serves as the primary liaison with external stakeholders and funding entities, ensuring the program's alignment with organizational objectives and compliance with regulatory requirements.

Key Responsibilities:

  • Develop, implement, and manage program strategies, objectives, and deliverables in alignment with organizational goals.

  • Oversee the operational planning, execution, and performance evaluation of all program activities.

  • Provide leadership and daily technical guidance to teams, ensuring program efficiency and success.

  • Manage financial planning, budgeting, and resource allocation to maintain fiscal responsibility.

  • Develop and sustain partnerships with external organizations, funding agencies, and stakeholders.

  • Monitor compliance with regulatory and security requirements associated with a Top Secret clearance environment.

  • Lead HR-related functions, including staff recruitment, training, and performance evaluation.

  • Identify and pursue funding opportunities, including proposal development and grant management.

  • Develop risk management strategies and ensure continuous process improvement.

Qualifications & Requirements:

  • Bachelor's degree in an IT services area required; advanced degree preferred.

  • Minimum of 10 years of experience in program or project management, preferably in a highly regulated or government setting.

  • Demonstrated expertise in financial management, HR oversight, and stakeholder engagement.

  • Strong leadership, strategic planning, and problem-solving skills.

  • Excellent written and verbal communication abilities.

  • Experience managing large-scale programs with multiple workstreams and deliverables.

  • Knowledge of federal regulations, compliance standards, and security protocols.

Preferred Qualifications:

  • PMP, PgMP, or equivalent certification.

  • Experience working in a government contracting or defense-related environment.

  • Familiarity with Agile methodologies and project management software tools.

Location & Travel:

  • Must be local to the Washington, DC area as on-site work is required.

Security Clearance Requirement:

  • Active/Current Top Secret clearance required
