Job Summary

The Environmental Health & Safety and Fleet Manager will play a critical role in fostering a Zero Incident Culture by implementing health and safety programs across designated operations. This position provides expertise in H&S policies, procedures, and regulations while collaborating with regional leadership to prioritize employee well-being and enhance customer experience. Additionally, this role oversees daily Fleet Operations company-wide, including project management, procurement, and performance of Fleet Management service contracts. Coordinate and work with Regional Field Managers and all operational departments ensuring alignment between H&S initiatives and overall operational goals, reinforcing a strong commitment to safety, compliance, and customer satisfaction.

Travel: The H&S Manager role involves significant travel responsibilities, as they need to visit Lightpath facilities and employees across a considerable geographic area. This is a field-based role and requires daily field engagement with employees, indicating a need for flexibility and adaptability in managing work schedules. With approximately 50% of the time dedicated to travel, it is essential for the H&S Manager to effectively balance on-site inspections, meetings, and other duties while ensuring the consistent implementation of H&S programs across all locations.

Responsibilities

* Develop strategic partnerships with people leaders to ensure Lightpath's safety culture is embedded as part of their collective day-to-day responsibility.
* Facilitate quarterly, monthly, and as needed stakeholder meetings to review incident trends, compliance outliers, and any new policies and procedural developments.
* Identify potential workplace hazards and partner with appropriate stakeholders to conduct risk assessments and implement mitigation measures.
* Host hands-on H&S training/demonstrations relative to regional and functional needs on policies and procedures.
* Assist in day-to-day H&S issues that arise within assigned areas, work with local management to develop action plans for remediation & resolution.
* Assist in the identification of all city/town and state Health & Safety requirements that are specific to their assigned areas.
* Review and keep up to date with relevant health, safety, and environmental codes.
* Conduct observations, inspections, and audits at Lightpath facilities to ensure compliance with fire/life safety, EPA and OSHA regulations and Corporate Standards.
* Perform field visits that include assessments and inspections on frontline employees.
* Collaborate with program team to analyze incident reports, metrics and injury case studies to institute changes that lead to a safer environment.
* Partner with H&S Specialist on accident/incident Investigations, perform root cause analysis and assign corrective and preventive actions.
* Responsible for managing the efficient operation of the Lightpath's vehicle fleet and for ensuring the vehicle needs of the user departments are met.
* Responsibilities include the development, implementation, and management of a vehicle/equipment preventive maintenance program; overseeing and approving new vehicle specifications; decommission of vehicles; acquisition of new vehicles; overseeing DOT compliance/reporting as related to the fleet; managing Fleet operating budget.
* Recommend new safety features as appropriate and ensure all environmental and safety regulations are followed.
* Verify and track all monthly expenses for leases, rentals and maintenance contracts.
* Manage the fuel card program for all Operating department's usage. Liaison with E-Z Pass Authority for company related issues.
* Authorize and schedule preventive maintenance and unplanned maintenance for all vehicles, provide service histories for accident investigations.
* Provide close coordination and communication with the user Department supervision, field representatives, Procurement personnel, Safety Department and with equipment vendors to ensure the best interests of all are agreed upon.
* Administer Motor Vehicle titles and Registration: Liaison with the various Departments of Motor Vehicles across the company footprint to ensure compliance with registration, laws, and directives.
* Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.

Qualifications
  • Ability to travel frequently (at least 50% of the time, must have valid driver's license)
  • Bachelor's degree preferred or equivalent work experience.
  • Professional certifications (CSP, CSM, ASP) preferred
  • 3 to 5 years' previous work experience in Health & Safety and Fleet Management within the Utility or Telecom industry preferred.
  • General OSHA and EPA knowledge preferred, OSHA certifications a plus.
  • Working knowledge of vehicle related OSHA and ANSI (American National Standards Institute) safety regulations applicable to vehicles with mounted aerial devices, and vehicle size & weight restrictions (or similar types of equipment)
  • Ability to interpret and present data analysis for operational insights.
  • Excellent written, organizational, and analytical skills.
  • Proficient in Microsoft office suite, Google workspace.
  • Experience in software programming a plus.
  • Good written and oral communication skills.
  • Excellent developmental and motivational techniques.
  • Ability to manage teams in complex environments.

Pay ranges are supplied in compliance with New York State law. Pay is competitive and based on a number of job-related factors, including skills and experience.
