Duties, Responsibilities & Other

KCI is seeking an Environmental Compliance Specialist to provide task manager level environmental management support to private and public clients throughout the Maryland and DC area.

On-going services will include but not be limited to environmental regulatory compliance support, with respect to USEPA, Maryland Department of the Environment (MDE) regulations, and Department of Energy and Environment (DOEE) regulations, and may include the following duties:

    Facility Compliance Inspections - Conduct routine environmental compliance inspections of client facilities and prepare site assessment reports. Coordinate with facility staff to develop and implement corrective actions that address environmental issues.
  • Permit Support - Lead the preparation and filing of permit applications with various federal, state, and local environmental enforcement agencies; evaluate permit requirements; and work to develop and implement comprehensive strategies to ensure permit compliance with oversight by a KCI Senior Project Manager.
  • Regulatory Reporting - Lead the preparation and filing of regulatory reports to various federal, state, and local environmental enforcement agencies, including Tier II Reports, Biennial Hazardous Waste Reports, letters in response to regulatory inspections, etc with oversight by a KCI Senior Project Manager.
  • Training - Support environmental training efforts including coordination, scheduling, training content review/updates, and tracking.
  • Environmental Plans/SOPs - Assist in developing and updating Environmental Plans (SPCC, SWPPP, and Contingency Plans) and SOPs and ensure facility compliance with the written Plans and procedures.
  • Tank Management - Assist in the management of client's underground and aboveground storage tanks to ensure compliance with governing regulations, fire codes, and industry standards. Duties may include tank inspections, maintenance of testing and inspection records, development of scope of work documents for tank repairs, and management of tank repair/testing Contractor(s).
  • Remedial Oversight - Support ongoing remedial efforts at client facilities. Duties may include coordination with consultants, contractors, and regulators regarding ongoing remedial efforts; environmental sampling; and reporting.
  • Contractor Oversight - Perform oversight of Contractors performing environmental support services (e.g., tank repairs, waste disposal, oil-water separator cleanings, etc.).
  • Meetings - Attend environmental compliance meetings, and other meetings, and provide environmental/regulatory technical support.
  • Regulatory Review - Review proposed regulations and legislative bills to evaluate their potential impact on client operations; prepare regulatory summaries' prepare comments on proposed regulations; and conduct research for other regulatory compliance purposes, as requested.
  • Other activities as directed.

Minimum Qualifications:

Education: Possession of a Bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, environmental management, biology, or related fields such as environmental engineering.

Experience: Five (5) to ten (10) years of experience in environmental management to include the development, implementation, and monitoring of environmental compliance plans for air quality, stormwater management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management, or multi-media operations.

Licenses & Certifications: The successful candite may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. MDE third-party UST inspector license and/or STI SP-001 certified aboveground tank inspector license is preferred.

On-Call Support: This position may require the employee to occasionally serve in an "on-call" function and provide technical support during emergencies/incidents that occur outside of normal working hours. The successful candidate must be willing to support on-call work when requested.

Qualifications

Education and/or Work Experience Required:

  • Bachelor's degree in Environmental Science, Ecology, Natural Resource Management, Geography or related
  • Minimum of 5 years of relevant experience.
  • Proven experience in planning, organizing, estimating, scheduling and monitoring projects.
  • A track record of successful project delivery.
  • Proficiency in GIS, AutoCAD, and relevant analysis tools.
  • Strong organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
  • Excellent communication and interpersonal skills, with the ability to effectively interact with clients, team members, and stakeholders.
  • Knowledge of industry standards and best practices related to construction management, quality assurance, and safety protocols.
  • Strong problem-solving skills, with the ability to identify issues and implement effective solutions in a fast-paced environment.

Education and/or Work Experience Preferred:

  • Master's Degree
  • Experience working in natural resource mitigation and familiarity with stream and wetland restoration.
