Summary:

Goldbelt Apex LLC is seeking a Senior Operations Manager to successfully assist in the management of Medical Readiness Training Command (MRTC) contractual requirements across three training sites. This position is a remote position with some travel expected to Fort Eisenhower, GA, Camp Parks, CA, Fort McCoy, WI, Fort Sam Houston, TX and Pinellas Park, Florida. This position is an integral part of a fast-paced, innovative RTS-MED program for the US Army Reserve's MRTC, involving the support of individual and collective training events performed within RTS-MED at the Program Management Office level. The Senior Operations Manager is responsible for the successful execution of all PWS requirements for RTS-MED contract execution, including but not limited to, management of site managers and staff across three remote sites, advising the Program Manager and subordinates in providing quality customized training to units and individuals and effectively communicating across all levels of the organization. This position will support the Program Manager in execution of operations, oversight, coordination, and facilitation of program outcomes. Primary duties include working at the client and operational levels of a cross-functional team to manage schedule, budget, scope, risk, contract compliance, communications, and personnel.


Responsibilities

Essential Job Functions:

  • Manage/lead multiple work processes from initiation, transition, execution, growth and decrement, and contract close out.
  • Develop strong relationships with clients and customers to understand their needs, to anticipate obstacles to success, and to advocate internally on their behalf. Regularly track operations and projects, manage operational and project risks and impact of changes, provide mitigation plans and proactively manage escalation of issues to appropriate stakeholders.
  • Provide design inputs and assist with decomposing to system requirements
  • Develop and implement changes to the system diagram and present recommendations.
  • Review project team deliverables to ensure quality and adherence to internal, contract and government standards.
  • Work with recruiters, PM and other program personnel for requisitions development, management and interview coordination and skills verification.
  • Oversee staffing process, working with multiple stakeholders to ensure sufficient candidates are identified, vetted and onboarded efficiently.
  • Track staffing actions for contract, utilizing program-developed tools to provide accurate and timely updates.
  • Manage relations with sub-contractors for submission and execution of labor. Assist in the management of leadership development projects related to workforce management and program staffing.
  • Provide weekly, monthly, quarterly and annual operational metrics for reporting to senior management and client using MS Excel and other tools.
  • Perform tasks requiring the collection, evaluation, and data analysis on official documents, records, forms, reports, plans, policies, and regulations as needed. Develop and continuously enhance processes to improve the quality of deliverables, optimize process efficiency and maximize Site Manager throughput.
  • Establish and maintain positive relationships with client, partners, vendors, managers, and employees enabling enhanced communication around all staffing activities.
  • Track record of providing efficient, effective operational / program management execution.
  • Other duties as assigned.

Qualifications

Necessary Skills and Knowledge:

  • Ability to identify and escalate contractual issues.
  • Knowledgeable of techniques to anticipate and resolve program inefficiencies.
  • Must be able to adjust to changes in priorities, schedules, and budget to ensure program outcomes.
  • Have a strong sense of urgency and ability to manage deadlines.
  • Ability to build relationships with the Army client and customers.
  • Ability to operate at the senior level; influence, negotiate and close.
  • Outstanding written and verbal communication skills, experience providing presentations to large groups, comfortable conversing with very senior military personnel (i.e., General Officers) with expert skills to promote constant open and honest communication.
  • Proficient Microsoft Office user (Outlook, PowerPoint, Excel, and MS Word a must).

Minimum Qualifications:

  • Bachelor's degree in operations management, business administration, health administration, public health, project management or other related discipline Twelve (12) or more years of prior relevant experience.
  • Minimum twelve (12) or more years of military experience as NCO or Officer (AMEDD/MEDCoE) or recent experience in similar program
  • Minimum eight (8) or more years of direct or deputy program management experience in similar operational or training environment
  • Experience in providing accurate program reporting/tracking.
  • Experience in maintaining and executing program/complex project schedules.
  • Previous experience in leading related program services on assigned operational support Track record of efficient, effective program management and execution.
  • Must be US Citizen and pass a background investigation.

Preferred Qualifications:

  • Master's degree in a related field.

Pay and Benefits

The salary range for this position is $100,000 to $115,000 annually.
