Job Summary

Reporting to the Chief Strategy Officer, the Vice President of Strategic Business Development is a principal leader at UC Davis Health with responsibilities to grow the share, margin, revenue, and affiliations of a multibillion-dollar academic health system. Their strategic guidance, prepared through market intelligence and deep experience, is critical for balancing organizational investments across short- and long-term initiatives. Their external relationships advance our strategic plan while simultaneously building our brand and regional reputation. Finally, their knowledge of how to develop ideas from concept through execution will mitigate risks and reassure our healthcare leaders that UCDH business strategies are creative, actionable, and trustworthy.

Department Overview

The Strategy & Growth department is responsible for developing and implementing the Clinical Strategic Plan, enterprise strategic guidance across administrative, departmental, and campus-directed initiatives, development of opportunities that drive revenue growth and diversification, regional affiliations, market analytics and strategic intelligence, and health ventures.

Department Specific Job Scope

The Vice President of Strategic Business Development is responsible for (i) growth initiatives including the structure, design, negotiation, and implementation of complex health care transactions and the identification and assessment of organic (e.g., addition and expansion of service lines, expansion of UC Davis Health's geographic footprint) and non-organic (e.g., partnerships and joint ventures) growth opportunities; (ii) strategic growth, management, and execution of UC Davis Health's Affiliate Network; and (iii) strategic direction regarding capital projects and real estate transactions.

Key Responsibilities

Strategic leader in the development of joint ventures, acquisitions, and partnerships (30%)

  • Lead the development of all complex transactions, including joint ventures, mergers and acquisitions.
  • Lead strategic efforts to increase hospital affiliations, medical group relationships, physician alliances, strategic partnerships, joint ventures, and access to specialty-based clinical care through inpatient, ambulatory and/or digital services and physician networks.
  • Provide strategic oversight for all major acquisitions, joint ventures, and other transactions from concept review through final approval, including final regulatory reviews, Regental approval, and negotiation and drafting of applicable definitive agreements.
  • Direct through subordinate directors and managers multiple large and complex critical programs impacting broad constituencies across the enterprise.

Strategic prioritizing of growth initiatives and business plan development (25%)

  • Assist the Chief Strategy Officer and the Executive Leadership Team to develop strategic priorities for growth initiatives.
  • Establish strategies for financial, programmatic, and operational plans for business development and the Affiliate Network development for the health system and lead the Strategic Business Development team in strategic implementation of projects, including external relationship development and cross-functional collaboration.
  • Work in collaboration with UC Davis Health leadership to develop strategic service lines.
  • Ensure physician engagement to achieve desired results in quality, service, operations and financial metrics.
  • Assess market strategy and industry trends as appropriate, to generate innovative ideas to develop strategic service lines, expand UCDH's geographic footprint, enlarge UCDH's market share, and navigate the rapidly changing healthcare landscape.
  • Lead the analysis of potential joint ventures, mergers, and acquisitions with business team. Identify financial objectives, and capital and other resource requirements. Ensure appropriate evaluations, proformas and regulatory reviews are conducted.
  • Lead discussions with physicians, community-based facilities, local payers, providers, and employers to gain information related to collaboration and support for strategic initiatives and service line development to meet the needs of the community.

Strategic leader in the growth and development of the Affiliate Network (25%)

  • Provide strategic direction regarding probable affiliate relationships across key clinical service lines (Cancer, Neurology, Transplant, Heart/Vascular, Orthopedics), academic services (in cooperation with the Schools of Medicine and Nursing), research services (in cooperation with the Chief Ventures Officer), and administrative (back office) services (e.g., EPIC hosting).
  • Direct through subordinate directors and managers the development of the affiliate pipeline, the negotiation and execution of major affiliation contracts, the coordination of multidisciplinary service relationships, and the giving of status reports and issues mitigation to the Affiliations Committee.
  • Define, nurture, and implement partnership objectives, including developing concept papers and business plans, for the Affiliate Network.

Provide strategic input on capital projects and real estate transactions (10%)

  • Work closely with Facilities, Design and Construction, and Real Estate, to provide strategic direction on major capital projects.
  • Review and approve short and long-range financial plans and capital budgets and assist in the prioritization of major capital projects and ensure alignment with the enterprise strategic plan.
  • Lead strategic real estate transactions.

Internal stakeholder relationship building/maintenance (5%)

  • Develop and maintain effective relationships with UC Davis Health leadership and other key functions, including the Medical Group, Finance, Facilities, Legal and Compliance.
  • Communicate business plans to Medical Group, School of Medicine and School of Nursing leadership, Department Chairs, faculty and staff.

External stakeholder relationships and oversight of affiliations (5%)

  • Provide strategic oversight for affiliation implementation and ongoing relationships with health care partners.
  • Manage relationships with affiliates to ensure performance expectations are met, identify issues, and determine corrective actions as required.

Minimum Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 12+ years of progressively increasing responsibilities including at least 5+ years of leadership experience.
  • Previous strategic initiative, merger & acquisition, or business consulting experience at a large organization.
  • Extensive experience in business development in a clinical health care setting.
  • Summary of Abilities The Vice President of Strategic Business Development will be a highly skilled professional with demonstrated success in driving strategic initiatives and strategic service lines. The successful candidate will have the proven ability to organize and support system wide efforts that result in a high-performing organization. The candidate will have skills and strength to lead both business development and affiliations teams. Healthcare regulatory and business experience serving a complex, integrated healthcare delivery system is desired.
  • Expert knowledge of physician practice delivery models, business and strategic planning, and organizational development.
  • Demonstrated ability to define problems, collect data, establish facts and analyze and interpret data in order to draw data-driven insights and conclusions.
  • Effective time management and organizational skills to identify, prioritize and reach goals and objectives, cope with multiple demands in a timely manner, and overcome changing priorities.

  • Demonstrated ability to build positive, effective relationships, work from a position of influence, and develop effective cross-functional relationships to set and execute performance goals.

Preferred Qualifications

  • Master's in Business Administration, Healthcare Administration, Law, Engineering, or many other relevant fields desired but not required.
