Summary:

The Program Manager/CTM will lead and supervise staff assigned to the Materiel Fielding and Medical Liaison Support Services contract. This role involves ensuring efficient, accurate, and timely task performance, coordinating with the Contracting Officer's Representative, and managing the timeliness, completeness, and quality of problem identification and corrective actions. The Program Manager will manage all contract actions, including funding, finances, security, and quality (including ISO 9001).

This position will necessitate extensive travel both domestically within the United States and internationally.


Responsibilities

Essential Job Functions:

  • Analyze program processes, associated space, and initiatives, including preparing required documents.
  • Ensure contractors comply with performance requirements and the terms and conditions of the contract.
  • Ensure all contractors have and maintain required experience, training, and certifications necessary for contract compliance.
  • Provide periodic performance feedback to the COR of potential issues that may disrupt performance.
  • Provide oversight of the contractor's processes, projects, workflow, and QC.
  • Ensure all items are ordered, received, shipped, and available.
  • Provide a Monthly QC Report, including associated travel site inventory summary reports, and monitor key management processes (procurement, receiving, data quality, inventory management, assemblage management, dated-item management) for the COR to review.
  • On-Call Response. The PM, alternate PM, or designated site lead shall return all government calls within 2 hours, 24 hours a day, 7 days a week and be available to respond to the installation or designated work center (for staffed sites) and via telephone (for unstaffed sites) with Government personnel to discuss problem areas within 48 hours from notification.

Qualifications

Necessary Skills and Knowledge:

  • Familiarization of Army regulations, policies, and procedures, including Army Regulation 25-50, to ensure all correspondence, reports, and documentation meet established standards for accuracy, format, and compliance.
  • Strong leadership and team management skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in project management software.
  • Strong analytical and problem-solving abilities.
  • Ability to manage multiple projects simultaneously and meet deadlines.
  • Experience with the procurement, assembly, and distribution of Medical Equipment and Medical Materiel Sets, Kits, Outfits (SKOs)
  • Experience with the management of excess medical materiel, the provision of disposition instructions, the management of on-hand medical materiel inventory, and the provision of technical assistance for medical materiel sustainment operations
  • Familiarization with Theater Enterprise-Wide Logistics System (TEWLS), LOGICOL System, Army Enterprise System Integration Program (AESIP), Global Combat Support System-Army (GCSS-A), Lead Materiel Integrator Decision Support Tool (LMI-DST), Medical Materiel Mobilization Planning Tool (M3PT) and other systems.
  • Ability to lift and carry up to 50 pounds and shall obtain and use appropriate personal protective equipment as required.

Minimum Qualifications:

  • Bachelor's Degree in a program applicable discipline (Logistics, Supply Chain Management, Business, etc.).
  • Minimum 15 years of experience in medical materiel, facilities, and biomedical equipment repair management activities.
  • Experience must include project development/management, personnel management of diverse groups, cargo deployment, expertise in managing and controlling funds and resources using complex reporting mechanisms, contract management, and experience navigating and providing deliverables in a military healthcare, logistics, and readiness environment.
  • Must have a Secret clearance.
  • U.S. Citizenship is required.
  • Must possess an unexpired US Passport.
  • Ability to travel both domestically within the United States and internationally.

Preferred Qualifications:

  • Master of Business Administration is desired but not required.
  • PMP or Agile certification.
  • Defense Acquisition University (DAU) Program Management certifications Levels 2 or 3
  • Experience developing and submitting reports like the Executive Level Fielding Schedule, Monthly Fielding Support Planning Report, and AOR Travel Reports.
  • Experience supporting PEOS, PM SMD, or FID operations.
  • Lean Six Sigma certification preferred.
  • Strong background in stakeholder engagement, risk management, and reporting deliverables.
