SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges.

Leveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

The Submarine and Industrial Base Portfolio, within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA has an immediate need for a Deputy Engineering Program Manager to support client engineering programs in West Bethesda, MD (NSWC Carderock). #MC



Responsibilities

In this role, you will serve in a deputy program manager capacity as a trusted agent directly supporting client program managers, acting to support all aspects of planning, management, and execution of a growing defense R&D and manufacturing program. In this role, you should expect to act independently and with high initiative, engaging with client leadership and stakeholders to identify needs and take on program challenges. Responsibilities will include working group coordination, financial and schedule management, program strategic planning, stakeholder engagement, and participation in key management activities in support of client leadership decision making. This position is located in West Bethesda, MD, with the potential for light telework.



Qualifications

Required Qualifications:

    Bachelor's degree in a STEM or business field
  • 5+ years experience supporting defense manufacturing, Navy shipbuilding, research and development, defense acquisition programs, or other relevant initiatives
  • Experience managing projects or programs, including cost, schedule, and risk
  • Proven ability to coordinate, communicate, and act across multiple government and industry stakeholders, with the ability to simplify complex problems, make actionable recommendations, and independently tackle analytic and managerial challenges
  • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment

Additional Qualifications Desired, but not required:

  • Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning
  • Experience with and knowledgeable of Navy requirements and program office organizations and processes
  • Proficient utilizing business analysis tools like PowerBI, ERP, Excel, or others to analyze data and eloquently communicate to decision makers
