THE POSITION

Would you enjoy conducting complex financial responsibilities for an agency whose mission is to engage, coordinate, and lead the Commonwealth of Pennsylvania's effort to prevent and reduce drug, alcohol, and gambling addiction and abuse? The Department of Drug and Alcohol Programs (DDAP) is seeking a Fiscal Management Specialist 2 who demonstrates a commitment to accurate and timely work results as well as possesses strong organizational and communication skills. DESCRIPTION OF WORK

As a Fiscal Management Specialist 2, you will be responsible for the daily management of state appropriations funds that support people in need of assistance with alcohol use disorder, medical marijuana, housing during treatment recovery, and related supportive services. This includes the preparation of weekly expenditure reports; fund analysis reports; budget, expenditure, and revenue adjustments; and liquidation of commitments. You will also assist in the preparation of spending plans and salary projections for assigned appropriations during the state budget and re-budget process as well as the budget hearing packages for submission. Other responsibilities include performing monthly reconciliation of the Recovery House licensing fees; preparing and completing revenue adjustments from the recovery House Restricted Revenue Appropriation for review and approval; and preparing encumbrance adjustments, budget adjustments, expenditure adjustments, liquidations, and other documents associated with said appropriations.

This role also prepares and tracks through final execution Notification of Subgrants and other Memorandum of Understandings between DDAP and other agencies; prepares annual account code memos, quarterly travel code administrative circulars, and other financial correspondence distributed to Department staff; assists in preparation of the State Fiscal Year End closing process for assigned appropriations; prepares operating prenotes and general invoices related to the Department for supervisor's approval; and provides back up to fiscal professionals in the Budget Section as needed. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time, reporting to the office one day per month and for special events. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
