SUMMARY OF DUTIES:

The Senior Manager Equipment Engineering leads an engineering team to oversee Northeast Corridor based fleets of rolling stock equipment over their life cycle and develops engineering programs and processes to improve the reliability of such equipment. The Sr. Manager Equipment Engineering will coordinate the engineering effort with Transportation, Materials Management, Mechanical Operations, and Backshops in his/her efforts to improve reliability. Position is the key Mechanical Department liaison and subject matter expert on issues relating to fleet engineering and performance for a given fleet type including technical oversight of equipment vendor contracts.

ESSENTIAL FUNCTIONS:

* Manages engineering related to rail vehicle fleets to allow safe and compliant configuration and operation of rail vehicles, make customer experience oriented improvements to passenger vehicles, troubleshoot issues on fleets, improve reliability and availability of rail vehicles, and maintain availability of or find replacement for components on aging fleets.

* Leads and manages a team of mechanical and electrical engineers who help fulfill the other duties so described, as the ultimate technical authority over the fleets

* Responsible for approval of any and all modifications to the configuration of equipment under this position, whether initiated and designed by the Rolling Stock Engineering group, other departments at Amtrak, or outside sources

* Leads engineering team in modification and improvement efforts, which may be related to customer experience, compliance with federal or state regulations, component end-of-life, or reliability improvements

* Provides equipment maintenance policies and standards and ensures strict implementation of FRA and FDA regulations, SMP's and Maintenance Bulletins and Alerts.

* Monitors fleet performance through trend analysis, troubleshooting and diagnostic review, training program effectiveness and second sourcing options for equipment components across the system.

* Oversees systemic fleet performance to optimize reliability and availability performance by providing engineering work scope and procedures for work content reaching from major overhaul and remanufacture programs, to modifications, PM and running repairs.

* Prepares and reviews data on repeat and serious mechanical failures and uses to help improve fleet performance

* Serves as the primary engineering information conduit for equipment improvement between field and backshops, as well as to other departments within Amtrak

* Serves as the primary subject matter on all matters relating to the equipment and represents Amtrak to the FRA, NTSB, or other regulatory and technical bodies at need

* Provides input to Mechanical Ops management in matters of budget and resource planning relating to fleet type managed and in support of Business Process.

* Works diligently to engineer "best practice" among locations utilizing the equipment type.

* Approves all Bills of Materials and changes to materials used on fleets.

* Oversees project budgets based upon inspection and modification schedules.

MINIMUM QUALIFICATIONS:

* Demonstrated experience in leading and managing people and projects

* Significant engineering experience with passenger rail rolling stock in technical roles involving inspection, maintenance, troubleshooting, and improvements of subject equipment type.

* Demonstrated experience in or understanding of a service operation with complex collective bargaining agreements and multiples shift operation in harsh weather.

* Demonstrated knowledge in areas of North American railway safety and regulatory practices including but not limited to AAR, FDA, FRA, APTA, ADA, and Transport Canadian rules.

* Demonstrated ability to formulate, communicate, and implement specific goals thorough a chain of command.

* Demonstrated ability to sort through complex information, take input from subject matter experts, with or without degrees, and make substantive decisions with limited guidance

* Demonstrated knowledge of the CFR-229 along with basic qualifications on the CFR-238.

PREFERRED QUALIFICATIONS:

* MS degree in an engineering discipline or PE License.

* Demonstrated knowledge of accepted industry quality standards and the ISO quality procedure.

* Demonstrated fleet management experience in a transportation company.

* Demonstrated familiarity with Amtrak or other inter-city railroad locomotive fleets

* Certified in Project Management

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $149,400-$193,644. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
