Sayres, a prominent leader in defense support services to the DOD in the shipbuilding industry, is currently seeking an experienced Senior Ship Acquisition and Lifecycle Analyst with Secret Clearance in Houma, LA. As a key member of our team, the Senior Analyst will provide acquisition and lifecycle management support for the US Navy auxiliary ship/service craft/small boat major acquisition program office within Naval Sea Systems Command (NAVSEA). LOCATION: Support the program activities onsite in Houma, LA. Responsibilities: The effort for this position shall include the following:
- Facilitate effective communication and coordination between stakeholders, including APM, On-Site PMR, and SDM team with design analysis activities for regulatory body and contract compliance.
- Support ship mission and scientific suite installation, testing, commissioning, and operation.
- Review and assist as required with Detail Design and Construction documents and functional design efforts.
- Participate in project meetings, prepare comments for and participate in Design Reviews, SSV and SPPC meetings.
- Provide subject matter expertise to PMS325 and SDM on technical issues as needed in all contract and shipbuilding phases.
- Provide onsite support to interface with government/shipbuilder in accordance with ACO/PCO and Program Office Guidelines.
- Review and provide comments on assigned DRLs, including test procedures, schedules, DWGS, Test Agendas and all other vendor required DRL's. Lead reviewer on test procedures and production related DRLs.
- Review shipyard schedules and provide production and schedule status. Provide third party production and schedule estimates to compare with shipbuilder schedule.
- Provide specific Acceptance Test Plan coordination including comments on overall plan, test procedures and trial agendas.
- Perform onsite production inspections, witness testing, and provide test status, and test and trials activities. Work directly with PMR, SDM, and APM to resolve any outstanding inspection and test issues.
- Identify technical and contract deficiencies and propose means for resolution.
- Provide biweekly production progress tracking and report.
- Perform inspections of construction and modifications (pre or post-delivery)
- Monitor status of production and delivery milestones and determine pertinent risks associated with achievement of those milestones.
- Participate in all Trials planning discussions.
- Support all trials, including, including pre-trials data requests, briefs, and execution
- Participate in screening and close out of Trial Cards, ship checking and providing card closing rationales.
- Provide warranty documents for warranty kick-off meeting.
- Provide warranty support screening, opening, closing, and tracking warranty items.
- Provide warranty support witnessing the satisfactory correction of warranty issues providing Govt signoffs and documenting completion in the warranty database.
- Provide daily status and coordination between the Shipyard and Ship's Force to work and correct open warranty items.
- Act as central point of contact providing coordination for contractor personnel, and commercial vendors to gain base access for the closure of warranty claims.
- Act as central point of contact between ships force and the contractor providing locations and times the vessel will be available in-port to complete warranty actions.
- Support ships force in the closure of Operational CASREPs to vital shipboard equipment.
- Provide logistical support and TECHMAN review for the correction of active warranty claims and maintenance actions.
- Responsible for maintaining Warranty Database including weekly backups and other required maintenance.
- Provide daily status and coordination between Shipyard and Ship's Force in order to manage, support, correct, and track TC's, DD250 items, PDA work packages, and all contract close-out activities.
- Report Trial Card and local contract status to PMS325, NAVSEA 05D and SSGC on weekly basis.
- Participate and assist in providing information for lessons learned conference.
- Assist PMS 325 in confirming contract scope and deliverables are complete.
- Transfer project products to PME website as required.
- Assist in writing and distributing a final project report to communicate final project performance.
BACKGROUND:
- 7+ years of waterfront support experience supporting Shipbuilding experience focused on vessel construction, testing, and commissioning
- Experience in the Marine construction industry, with a focus on New Construction Vessels.
- Knowledge of Regulatory requirements including USCG 33 & 46 CFR, ABS, SOLAS, MARPOL, and all other IMO requirements.
- Relevant experience in ship acquisition and lifecycle management.
- Bachelor's degree in a related field.
- Secret Clearance.
- Excellent communication and organization skills.
- Preferred certifications include PMP (Project Management Professional) and DAU/DAWIA (Defense Acquisition University/Defense Acquisition
- Workforce Improvement Act) training.
- Preferred first-hand experience with USN Service Craft/Auxiliary Ships or Small Boats.
