Acentra Health is seeking an experienced and strategic Estimating & Pricing Manager to join our growing team. In this pivotal role, you will lead the development and execution of complex pricing strategies for state contracts-driving revenue growth, maximizing profitability, and supporting our continued success in government healthcare markets.

As an Estimating & Pricing Manager, you will bring deep expertise in state-specific Medicaid Enterprise Systems (MES), Medicaid Management Information Systems (MMIS), modular technology procurements, and SaaS pricing and licensing models. You'll be responsible for ensuring that all pricing strategies align with organizational financial goals, regulatory requirements, and overall market competitiveness.

The ideal Estimating & Pricing Manager will have a strong track record in cost estimation, pricing strategy, cost modeling, and price-to-win analysis-especially within state-based healthcare IT modernization. This role partners cross-functionally with teams across delivery, product, finance, business development, contracts, legal, and IT to develop compliant, competitive, and financially sound pricing for large-scale government contracts. You'll play a key role in shaping pricing strategies that drive contract wins, boost revenue, and support Acentra Health's long-term growth-with direct visibility to executive leadership and influence over strategic business decisions.

Job Responsibilities

  • Develop and refine detailed cost estimates for state RFPs, ensuring proposals align with compliance requirements while maximizing profitability and competitive positioning.

  • Build and maintain comprehensive cost models that factor in direct labor, indirect rates (including overhead, G&A, and fringe), subcontractor pricing, software licensing, SaaS subscriptions, and cloud hosting-driving cost efficiency and supporting revenue growth.

  • Design and implement pricing strategies across various contract types, including Firm Fixed Price (FFP), Time & Materials (T&M), Cost-Plus (CPFF), SaaS, and Performance-Based models-striking the right balance between competitiveness and profitability.

  • Ensure strict adherence to state procurement regulations, government IT funding mechanisms, and CMS guidelines, while strategically positioning Acentra Health as a leading and trusted partner for contract awards.

  • Foster a culture of collaboration and accountability across internal stakeholders to ensure timely, compliant, and financially sound pricing submissions.

  • Mentor and guide junior pricing analysts or team members, sharing best practices and promoting continuous improvement in cost modeling and pricing strategy.

Competitive Pricing Awareness & Analysis
  • Leverage competitive pricing insights using state procurement forecasts, historical healthcare IT contract data, and budget reports to ensure Acentra Health's pricing strategies are both competitive and revenue-optimized.

  • Analyze state IT budgets, SaaS adoption patterns, and evolving cloud cost models to anticipate pricing trends and identify strategic growth opportunities.

  • Benchmark competitor pricing strategies related to state healthcare modernization-such as SaaS licensing, cloud migration, modular systems, and interoperability-to maintain Acentra Health's competitive edge in state IT contracting.

Compliance & Regulatory Adherence
  • Ensure all pricing strategies align with CMS modular procurement guidance, state-specific MES/MMIS regulations, and Medicaid IT funding frameworks, reducing compliance risks while optimizing contract profitability.

  • Collaborate with legal, finance, and contracts teams to develop compliant and financially optimized pricing models that meet detailed state RFP requirements.

Financial & Risk Analysis
  • Perform cost realism and cost reasonableness analyses to ensure pricing proposals are both competitive and aligned with Acentra Health's financial goals.

  • Identify, assess, and mitigate financial risks in complex, multi-year state IT contracts to safeguard long-term revenue and profitability.

  • Deliver clear financial impact analyses to executive leadership for high-value bids, supporting data-driven pricing decisions that fuel sustainable growth.


Qualifications

Required Qualifications, Knowledge, and Experience
  • Bachelor's or Master's degree in Finance, Business, Economics, Healthcare IT, or a related field.

  • 8+ years of experience in developing complex pricing strategies for government or healthcare IT contracts.

  • Advanced proficiency in Excel-based pricing models, along with experience using SQL, Power BI, and other data analytics tools to support SaaS pricing and revenue optimization.

  • Demonstrated experience in pricing modular IT systems and SaaS solutions for state or government-funded programs.

  • Proven ability to structure pricing for multi-year contracts involving state cost-sharing mechanisms, SaaS subscription models, and usage-based pricing frameworks.

  • Demonstrated leadership in driving cross-functional collaboration, aligning pricing strategies with business objectives through close partnership with product, finance, legal, contracts, and business development teams to support strategic decision-making and organizational growth.
Preferred Qualifications
  • Knowledge of federal procurement regulations, including FAR and DFARS.

  • Familiarity with DCAA audit compliance requirements and cost accounting standards.

  • Working knowledge of MES/MMIS modernization initiatives, interoperability frameworks, and modular Medicaid IT procurements.

  • Experience with a variety of government contract vehicles and their associated pricing structures.

Compensation

The compensation for this role is $100,000 to $128,000 annual base salary

Based on our compensation program, an applicant's position placement in the pay range will depend on various considerations, such as years of applicable experience and skill level
