Summary Balfour Beatty is seeking a Payroll Manager to join our team in Dallas, TX. This is a hybrid position (3 days in the office / 2 days remote). The Payroll Manager provides management of and support for all payroll and payroll tax processing-related activities and respective staff members. This individual also provides research and responses to requests for technical payroll and payroll tax information, while accurately processing payroll tax deposits and returns utilizing a third-party provider. The Payroll Manager maintains agency registrations for payroll taxes and ensures compliance with federal, state and local regulations, prevailing wage requirements and union contracts as well as company policies, procedures and internal controls. This individual pursues continuous improvement of processes using analytical and technical applications. Essential Functions
- Manage the day-to-day operations of the payroll and payroll tax processing functions and respective staff members. Provide support, consultation, training and research to customers and staff members.
- Review and approve all payroll cycles ensuring accuracy and compliance.
- Review and approve all garnishment set up.
- Review and approve all additional compensation, termination, severance, business expense, and retro-pay payments ensuring correctness and compliance.
- Calculate all payments related to short term disability, paid parental leave, military leave, and FMLA ensuring entitlement balances are maintained/utilized accurately.
- Review and approve imputed income calculations including but not limited to third party relocation payments, lease concessions, and other taxable fringes.
- Complete all federal, state, and local tax payments and returns not supported by Dayforce.
- Review and approve all federal, state, and local tax deposits, returns, and year-end filings ensuring compliance with all regulatory requirements. Complete W2Cs and amended returns as required.
- Provide research and guidance to ensure proper taxation of employees. Complete corrections to taxation within payroll system as required.
- Research and resolve all tax notices/refunds maintaining organized electronic files and detailed log. Review unresolved tax notices/refunds with Director monthly.
- Research and clear all stale outstanding checks no less than quarterly. Complete escheatment process annually.
- Work with Accounting to reconcile all payroll related balance sheet accounts as needed.
- Complete assigned year end tasks.
- Perform duties of Payroll Director as requested.
- Maintain high level of user knowledge for all payroll software applications to be designated as a "super user". Provide subject matter expertise to support payroll earnings, deductions, benefits, accruals, and tax setup within payroll software applications.
- Write and/or obtain documentation for all payroll processes and payroll tax processes and maintain necessary updates.
- Identify training needs, Design, develop, manage and facilitate training curriculum.
- Identify key payroll related compliance violations, communicate those issues, and suggest/implement plans for redefining necessary processes.
- Identify non-efficiency issues within the department and/or company-wide payroll network and suggest/implement plans for improvement.
- Respond to all requests for information within four (4) business days of receipt. If a request cannot be completed within four (4) business days, work with the customer to determine a mutually acceptable date for report completion.
- Effectively manage initiatives, projects, and subordinates. Ensure that processes, procedures, service delivery and records management are uniform, consistent, and efficient.

Working Conditions
The majority of work is completed in an office setting with intermittent sitting, standing and walking. Periodic travel required.
Education, Experience, and Knowledge
- Bachelor's degree in accounting or related field.
- A minimum of ten (10) years of "in house" payroll processing experience with a minimum of four (4) years in a supervisory role.
- A minimum of four (4) years of multi-state payroll tax processing experience with a mid-size company of 1,000 to 5,000 employees.
- Certified Payroll Professional (CPP).
- Advanced knowledge of payroll (including union and prevailing wage) work processes and best practices.
- Advanced knowledge of Federal and multi-state taxation.
- Advanced knowledge of Federal and State wage and hour and garnishment laws.
- Dayforce experience preferred.
- JD Edwards experience a plus.
- Strong computer skills in word processing, spreadsheet, scanning, database and presentation software. Demonstrates proficiency using a personal computer (PC) and company communication tools, such as email, internet, and Microsoft products (e.g., Word, Excel, Office, Outlook).
- Advanced Excel skills.
- Ability to meet strict daily, weekly, monthly, and quarterly deadlines.
- Excellent problem solving and analytical skills.
- Strong verbal and written communication skills.
- Excellent multi-tasking capabilities while maintaining organization and meticulous attention to detail.
