Job Description:

Responsibilities

The Public Health Emergency Preparedness Representative III will be a part of the Western Regional Office (WRO) team dedicated to improving regional health emergency preparedness and response to all-hazards incidents. The incumbent will coordinate the implementation, tracking, and data analysis of WRO Health Emergency Preparedness Coalition (HEPC) required activities, as well as contribute to the coordination and support the implementation of WRO emergency preparedness plans, trainings, exercises, and other related duties as assigned. The incumbent will collaborate between regional health emergency preparedness partners and both acute and non-acute care facilities to support preparedness goals and activities. This role will compile and review After-Action Reports (AAR) to improve regional plans, as well as coordinate, implement, and track Health Emergency Preparedness Coalition (HEPC) exercises and drills.

The incumbent will develop and conduct workshops that deliver emergency preparedness training to non-acute care facilities. Training will focus on the development of facility based Comprehensive Emergency Management Plans (CEMP) best practices and analyze results of Health Emergency Preparedness Coalition (HEPC) drills and activities. The incumbent will implement Health Emergency Preparedness Coalition (HEPC) activities for the region and coordinate work groups dedicated to improving non-acute care facility emergency readiness. Additionally, incumbent will improve readiness to public health threats by way of coalition-based trainings and workshops focused on enhancing Respiratory Protection Program plans at non-acute care facilities.

Occasional after-hours, nights and/or weekend hours may be required.

Minimum Qualifications

Bachelor's degree in a related field and three years of relevant experience; OR an Associate's degree in a related field and five years of relevant experience; OR seven years of relevant experience. A Master's degree in a related field may substitute for one year of experience. Relevant experience required must be in emergency preparedness and planning and/or response.

Preferred Qualifications

Experience working in a healthcare or non-acute healthcare delivery environment. Knowledge of the Incident Command System (ICS) and Homeland Security Exercise and Evaluation Program (HSEEP). Demonstrated ability to establish priorities within assigned programs; organize, consolidate and prepare narrative and numerical information into clear, logical reports, analyze written and published program material and draw conclusions concerning its impact. Demonstrated strong communication, interpersonal and writing skills. Demonstrated ability to work both independently and with teams. Knowledge of computer software packages such as Microsoft Word, Excel, and Access.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, may be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.

This position requires occasional work on weekends, after-hours, and holidays.

Exposure to potentially hazardous substances may be involved with this position. Therefore, the incumbent in this position may be required to wear personal protective clothing and equipment.
