JOB ANNOUNCEMENT GRANTS MANAGER-OBM Office of Budget Management Administration Number of Positions: 1 (Additional vacancies are possible pending budget approval) Annual Starting Salary: $94,992 Applications for this position will be accepted beginning 4-15-25 until 11:59pm CDT on 4-29-25 The City of Chicago Office of Budget and Management is seeking a Grants Manager to oversee the management and administration of federal, state, and private grant funds received by the City. ESSENTIAL DUTIES * Oversees the management and administration of Entitlement grant programs funded by the United States Department of Housing and Urban Development (HUD) (e.g., HOME Investment Partnership Grant, Emergency Solutions Grants (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Community Development Block Grants (CDBG), COVID-Related grants, etc.) and other grant funded programs, as needed o Participates in the strategic planning, development, and implementation of the City's consolidated plan and annual action plans o Manages HUD-funded grants and OBM grant related items, which include financial and programmatic reporting in the federal and/or state management systems o Coordinates public hearings, trainings and workshops for HUD-funded departments and delegate agencies o Prepares the comprehensive annual performance and evaluation report (CAPER), action plans, expenditure, and executive reports, presentations and/or recommendations for management review and funder requirements o Liaises with HUD officials on behalf of the City regarding grant program administration * Oversee a portfolio of Human Service, Community Development, and Arts and Culture grants managed and administered by six City Departments o Analyzes current and past spending patterns and forecasts revenue to make recommendations for budget appropriations o Manages the budget setup for grant funds in the City's financial management system and associated amendments o Monitors the disbursement of appropriations to City departments o Assists with the delegate agency contracting process, including reviewing requests for proposals (RFPs) and policy development o Assists with the Personnel Activity Reporting (PAR) and reconciliation process for grant-funded City departments o Assists with ensuring compliance and accountability of departmental personnel on regulations governing the financial management of grant-funded programs and with federal, state and local grant rules, processes, procedures and regulations o Monitors grant performance for financial and programmatic impact to grantors, stakeholders, and to the local funds o Provides grant training to operating departments on amendments to grant requirements, process and procedural requirements * Maintains a thorough familiarity with federal and state community development grant programs Additional duties may be required for this position Location: 121 N. Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Accounting, Finance, Economics or a directly related field plus five years of work experience in program compliance, grants administration, financial management, accounting, or an equivalent combination of education, training and experience.
