JOB SUMMARY: The Assistant Superintendent of Urban Forestry will have the important role of assisting the Superintendent of Urban Forestry in directing and participating in the maintenance, operation, and management of the City's urban forest through comprehensive tree maintenance and forest inspection program that involves work of significant complexity, responsibility, and technical expertise. The Assistant Superintendent of Urban Forestry reports directly to the Superintendent of Urban Forestry. Under the Superintendent's supervision, the Assistant Superintendent: Performs administrative and technical work responsible for the day-to-day supervision of planting, cultivation, and maintenance of trees to ensure the continuity and health of community trees along city streets, parks, and right-of ways, and oversees the landscape design of such areas. Supervises the care, maintenance and appearance of existing trees and reviews the planning of new landscape designs. Plans and supervises the activities of Arboricultural crews as well as providing training in tree care and equipment operation. Work involves frequent contact with the general public for providing technical assistance to individuals, groups and other City departments relating to arboriculture, forest insect and disease management, tree valuation, tree risk assessment and management, landscaping, and tree preservation. The Assistant Superintendent of Urban Forestry is an essential employee, meaning they are responsible for providing services that are critical functions required to maintain order, peace, safety, and the well-being of residents and visitors to The City of Frederick in the event of a critical incident. As such, the employee will be required to respond to emergencies as needed throughout the Department of Public Works when directed to do so. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages and updates the tree maintenance and hazard mitigation tree inventory database.
- Supervises Tree Maintenance crews.
- Prioritizes and assigns work orders to the City's tree crew and ensures quality control and compliance with ANSI A300 and ANSI Z133 requirements.
- Maintains street and park trees through a variety of available options.
- Works on special city projects that require arboriculture needs.
- Works with multiple volunteer organizations on donation tree plantings.
- Inspects, diagnoses, and identifies proper care and maintenance for trees and other landscaping needs.
- Attends training sessions, compiles information, and trains other employees on subject matter, e.g., train the trainer.
- Responsible to ensure crew productivity and that work is performed on schedule and meeting industry standards for safety and quality.
- Prepares payroll entry, purchase orders, work orders, stock room requestions, procurement card purchases and tracking, etc.
- Oversees work of contractors and reviews contracts to ascertain service quality and reliability.
- Applies or oversees chemicals for purposes of pest control and checks effectiveness of chemicals applied.
- Applies chemicals to trees and weeds at City-maintained properties.
- Maintains appropriate records in accordance with State and Federal law.
- Compiles and maintains SDS sheets in accordance with HAZCOM Program of City of Frederick and OSHA Standards.
- Provides primary arboricultural support to staff and public as it relates to parks, trees, landscape, etc.
- Responds, investigates, and resolves inquiries and complaints from staff, contractors, and the public concerning tree issues.
- Assists with budget compilation.
- Compiles reports of personnel, such as absenteeism and labor costs, for management.
- Conducts interviewing, hiring, disciplining, and discharging of staff.
- Interprets company policies to workers and enforces safety regulations.
- Initiates or suggests plans to motivate workers to achieve work goals.
- Participates in community and professional events such as Arbor Day and makes presentations to public groups on the tree program. Attends NAC and board meetings when requested in to deliver pertinent information pertaining to arboriculture and horticulture needs.
- Responsible for planning and implementing the annual "Arbor Day" celebration to continue the City's "Tree City USA" award status.
- Applies for Tree City USA status and any other eligible awards annually.
- Maintains annual reports and applications to qualify for a Maryland Roadside Tree Permit.
- Operates a vehicle on a regular basis, observing legal and defensive driving practices.
- Participates in new projects, special events, storm clean-up, snow removal, etc., as needed.
- Performs other duties as assigned.
QUALIFICATIONS:

REQUIRED EDUCATION AND/OR EXPERIENCE:
- Associate degree (A. A.) or equivalent from a two-year college or technical school; OR an equivalent combination of education and experience.
- Four (4) years of experience in arboricultural or related field.
- Three (3) years of lead or supervisory experience.
REQUIRED CERTIFICATES AND/OR LICENSES:
- Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
- Certified Arborist by the International Society of Arboriculture. The employee must maintain the certification for the duration of their employment.
- State of Maryland Roadside Tree Care Expert Certification. The employee must maintain the certification for the duration of their employment.
- State of Maryland Certified Pesticide Applicator's License in the following categories: 2 (Forest), 3A (Exterior Ornamentals), 6 (Right of Way) or the ability to obtain within one (1) year of employment. The employee must maintain the license for the duration of their employment.
- Maryland DNR Forest Service Qualified Professional (FSD) (FCP). The employee must maintain the certification for the duration of their employment.
- International Society of Arboriculture Tree Risk Assessment Qualification. The employee must maintain for the duration of their employment.
- MDOT Temporary Traffic Control Manager Certification or ability to obtain within one (1) year of employment. The employee must maintain the certification for the duration of their employment.
- Pesticide Applicators I.D. or the ability to obtain within 30 days of employment. The employee must maintain the certification for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
- Knowledge of Integrated Pest Management.
- Knowledge of local tree species, standards for tree maintenance and removal (e.g., OSHA, MOSH and ANSI), tree care safety and specialized equipment and vehicles.
- Knowledge of Maryland state forest conservation laws and regulations.
- Knowledge of Maryland Roadside Tree Law.
- Tree Risk Assessment.
- Knowledge and ability to use computer software and or the ability to learn. (MS Word, MS Excel, MS Project, GIS, MS Outlook e-mail, Internet) Tree keeper software
- Ability to read and interpret site plans.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before customers, employees, and public groups.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to read and comprehend plats and plans.
OTHER DESIRABLES:
- CDL Driver's License.
- Knowledge of Tree Inventory Management System (TREEKEEPER software).
- MDA PFA License.
- Tree Care Industry Association Chainsaw Safety Certification or equivalent.
- Tree Care Industry Association Line Clearance Certified or equivalent.
- State of Maryland Flagger Certification.

Work is normally performed in an outdoor setting with exposure to weather conditions such as extreme heat and cold as well as inclement weather conditions, e.g., rain, snow, ice, etc. While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to fumes and airborne particles, toxic and caustic chemicals, vibrations, and insects/wildlife. The noise level in the work environment is usually moderate.
