Position Summary

Procurement III

SW Houston Engineering Center

Independently coordinates project material management requirements, purchases materials, equipment services and labor at competitive prices and terms as required by project.


Responsibilities

Request for Quotation/Purchase Activities:

Examine material requisition requests to determine and clarify requirements, quantities, authorizations, terms and conditions, support documentation, and develop requests for quotations with greater independence.

Create, review, and issue Requests for Quotations, Request for Purchase, and Purchase Orders in accordance with company policies and procedures.

Ensure all purchase requests are properly authorized and documented before processing.

Supplier Evaluation:

Assist in drafting, reviewing, and managing supplier contracts, ensuring compliance with company standards.

Conduct in-depth assessments of suppliers based on performance criteria (e.g., cost, quality, delivery times).

Proactively identify potential new suppliers and gather information for comparison.

Supplier Interaction:

Conduct and lead supplier meetings as required.

Conduct supplier visits with a technical project team member.

Communicate with suppliers to obtain equipment/material information, pricing, and availability.

Follow up on purchase orders to ensure on-time delivery.

Resolve supplier issues such as delays, discrepancies, or returns.

Take corrective actions or initiate discussions with suppliers for performance improvement when necessary.

Expediting Activities & Monitoring:

Monitor fabrication of equipment/material.

Coordinate and facilitate Inspections as required.

Ensure that procurement aligns with project schedules to prevent delays.

Data Entry & Record Keeping:

Accurately enter purchasing data into systems or software to maintain up-to-date procurement records.

Assist in maintaining vendor files, contracts, and related documentation.

Assist in Procurement closeout activities.

Compliance and Policy Adherence:

Ensure procurement activities comply with company policies, legal requirements, and ethical standards.

Assist in identifying areas for improvement within procurement policies and procedures.

Ensure suppliers comply with legal, regulatory, and company-specific requirements, including sustainability and ethical sourcing standards.

Reporting and Documentation:

Generate reports on procurement activities such as requisition milestones, purchase orders, spending, and supplier performance.

Help track and document cost-saving initiatives and report any identified discrepancies.

Budget Management and Cost:

Track procurement spending and ensure compliance with the approved budget.

Prepare detailed procurement reports and cost analyses for management review.

Cross-Departmental Support:

Attend project planning meetings for projects assigned.

Work closely with other departments (e.g., Finance, Operations, Engineering, Construction, Project Services, etc.) to coordinate procurement needs and resolve issues.

Assist in responding to internal queries related to purchasing and suppliers.

Vendor Management & Support:

Support the management of long-term vendor relationships by maintaining regular communication.

Help resolve vendor issues and disputes by escalating to senior procurement staff as needed.

Learning and Development:

Demonstrate understanding of project operations, engineering, and procurement.

Able to process bill of materials and equipment lists for complicated engineering projects based on available data from engineering drawings, specifications, sketches, data sheets, or verbal information using established processes with direction.

Able to understand engineering drawings, technical specifications, sketches, logistics, and construction requirements.

Able to plan, forecast, and actualize procurement milestones based on projects schedules.

Participate in training sessions to gain a better understanding of procurement practices, systems, and tools.

Conduct market research to understand trends, pricing fluctuations, and emerging suppliers.

Keep abreast of industry developments that could impact supply chains and procurement practices.

Provide guidance and mentorship to junior procurement staff, helping them develop procurement skills and knowledge.

Lead training sessions on advanced procurement practices and tools for newer team members.

Technology and Systems Proficiency:

Manage procurement software and systems, ensuring data accuracy and proper use by the procurement team.

Utilize procurement systems to track, analyze, and report on procurement activities, ensuring compliance with company standards.

Quality Adherence and Essentials:

Maintain quality assurance for personal work assignments.

Performs other related duties as required.


Qualifications

Bachelor's Degree in Supply Chain Management, or related field- Preferred

5-7 years of work experience can be accepted instead of a degree.

Previous EPCM experience preferred.

Professional certification in the following is optional:

Certified Professional in Supply Management (CPSM)

Certified Purchasing Professional (CPP)

Certified Supply Chain Professional (CSCP)

Lean Six Sigma or similar efficiency-focused certifications
