SALARY

$160,505.55

POSITION SUMMARY

Manages and directs the maintenance operations for the Authority's bus fleet. Develops and implements policies and procedures related to the planned and unplanned maintenance, inspection, repair, servicing, and cleaning of assigned bus fleet. Plans and manages all projects, day-to-day operations, and all maintenance activities that reflect best practices and comply with applicable laws and policies to ensure optimum reliability of the Authority's bus fleet.

Qualifications

PRIMARY RESPONSIBILITIES



  • Develops and implements maintenance standards and improved work procedures and methods that meet department and Authority goals and objectives.
  • Directs the maintenance operations of assigned maintenance garages. Sets standards for maintenance projects. Reviews progress, work methods, and compliance with contract specifications and related documents, safety regulations and regulatory agency requirements.
  • Ensures that garage maintenance performance is directed toward a safe, reliable, and efficient bus system.
  • Manages staff in maintaining the Authority's bus fleet and ensures that maintenance schedule requirements are achieved daily.
  • Develops and modifies procedures, standards, and schedules to be used by garage personnel in the repair, servicing and maintenance of fleet. Identifies opportunities for improving service delivery methods and procedures. Reviews with appropriate management staff and coordinates plans to successfully implement improvements.
  • Regularly inspects maintenance locations to evaluate personnel, work methods, equipment, efficiency, general appearance, fire and safety conditions, etc. Enforces safety practices and acceptable work performance.
  • Develops, leads, and provides strategic oversight for Bus Maintenance department budget, goals, and objectives.
  • Develops department initiatives and oversees project coordination.
  • Plans and finalizes annual budgets and project cost estimates, performs project budget planning and implementation, and identifies progress or negative variances and takes appropriate actions.
  • Identifies and provides recommendations for areas of improvement within the Facilities Maintenance Services department.
  • Oversees development of project plans for executing department goals and performance improvement.
  • Analyzes labor utilization, equipment reliability, production efficiencies, performance metrics and other measures.
  • Monitors MMIS to review and prepare a variety of garage activity reports.
  • Assists in the planning and development of garage facilities, operating budgets, and work programs. Coordinates maintenance operations with other departments of the Authority.
  • Oversees the day-to-day functions of the department.
  • Oversees operational and administrative activities.
  • Leads regular leadership meetings with the trades, foreman, and senior managers to remain updated in all activities and operations.
  • Reviews reports and status updates from subordinate staff
  • Represents the Authority at meetings with vendors, contractors, and municipal agencies.
  • Oversees staff development to ensure proper training and knowledge is attained to perform effective and safe work functions.
  • Reviews training session material and training bulletins for staff in proper maintenance and preventative procedures and techniques to ensure they meet Authority standards and industry best practices.
  • Approves updates to work processes and process improvements and identifies opportunities to increase efficiencies and safety.
  • Reviews all relevant performance and productivity reports, sets goals for staff, and executes performance improvement plans.
  • Administers Authority policies and union contracts, responds to grievances and approves corrective action/discipline in accordance with the current Corrective Action Guidelines.
  • Oversees the dissemination of departmental bulletins and ensures they are understood and adhered to by all employees.
  • Prepares various reports and presentations on the initiatives and status of the bus maintenance areas.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS



  • Bachelor's degree in Mechanical Engineering, Business Management, Transportation Planning, Public Administration, or a related field, plus seven (7) years of experience managing vehicle maintenance programs, of which three (3) years is in a supervisory or management role, or an equivalent combination of education and experience relating to this position.
  • Experience in a transit environment preferred.
  • Experience managing a large union staff preferred.
  • Must possess a valid State of Illinois Driver's License.


PHYSICAL REQUIREMENTS



  • Must be able to tolerate extreme weather conditions without adverse reaction and long intense work periods without relief.
  • Must function well under pressure and be able to multi-task with consistent accuracy.
  • Must be able to prioritize in accordance with customer needs, authority requirements and FTA regulations.
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.


KNOWLEDGE, SKILLS, AND ABILITIES



  • Detailed knowledge and understanding of the scope and types of repairs, inspection and maintenance performed at the terminal/garage level required.
  • Detailed knowledge of the principles, policies, and practices of vehicle maintenance programs.
  • Detailed knowledge of shop and garage operations, equipment, maintenance practices and programs relative to the maintenance of vehicles, preferably buses.
  • Detailed knowledge of applicable union contracts, the types of work performed by the union crafts, and the duties of skilled and unskilled field personnel.
  • Working knowledge of the practices and principles in interviewing employees regarding accidents, complaints, grievances, and disciplinary actions.
  • Working knowledge of the principles, practices, and procedures of budget development and administration.
  • Working knowledge of environmental safety, chemicals, and waste.
  • Working knowledge of various trade contracts and unions.
  • Strong organizational and management skills, necessary to define, develop, and evaluate objectives, standards, and performance levels.
  • Strong organizational skills and attention to detail.
  • Strong managerial skills necessary to competently plan, manage, and coordinate bus maintenance of assigned garages.

WORKING CONDITIONS



  • General office environment.
  • Required to travel to various CTA, vendor, and transit property locations.
  • Frequently exposed to usual bus shop and garage conditions, e.g. noise, dust, grease, fumes, moving vehicle and energized machinery.
  • On call 24 hours a day, 7 days a week.
  • This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
