Responsibilities

Requirements Engineers are integral members of the Systems Engineering team, responsible for using a structured approach to the design and implementation of systems and processes. They capture and translate mission and customer requirements, transforming them into functional capabilities, testing, and validation services.

These engineers analyze and allocate requirements across systems architecture components while overseeing the development, testing, and validation of systems and services. Additionally, they coordinate the integration of systems and services into the broader enterprise architecture and manage deployment activities. Reporting to the Program Chief Engineer and working closely with the engineering team, Requirements Engineers are key to achieving customer-driven outcomes.

Key Responsibilities:

    Break down and allocate high-level requirements from ECDs, SOCs, ICBDs, CDDs, and Agency CONOPS as needed.

  • Ensure alignment with the Agency's requirements process and CIO-T strategy while developing engineering documents, requirements specifications, and business cases.

  • Collaborate with senior internal and external stakeholders to implement strategic plans and initiatives.

  • Build and sustain effective relationships with NGA Integrated Program Offices, technical teams, other NGA acquisition offices, and key process stakeholders.

  • Interface with the Agency's Model-Based Systems Engineering (MBSE) system to ensure consistency and proper integration.

  • Develop and manage the Requirements Traceability Verification Matrix (RVTM) for the program, ensuring all requirements are allocated and tested appropriately.

  • Create and track program performance metrics to evaluate progress and performance.

  • Lead and participate in systems engineering projects and boards, applying expert knowledge in committees and working groups focused on program planning, collaboration, and execution.

  • Ensure timely communication of all program-related issues, risks, and opportunities to management.

  • Utilize Joint Architecture Reference Models (JARM) to analyze and identify potential service gaps, support Analysis of Alternatives (AOA), optimize resource use, and guide investment and divestment decisions for the program and the agency.

  • Capture strategic Sensor Program requirements from Concept of Operations (ConOps) documents.

  • Provide mentorship and guidance to mid- and junior-level Requirements Engineers.

This position plays a critical role in ensuring the effective translation of mission objectives into technical solutions, while fostering collaboration and driving program success.



Qualifications

Required Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Engineering Management, Management Information Systems, or related STEM degree program, or related equivalent additional experience of 4 years with no degree or 2 years with a non-STEM degree.
  • 12+ years of experience in Requirements Engineering or a closely related field, demonstrating the ability to effectively perform the responsibilities associated with this role.
  • Experience in tracing program or project requirements back to their source, including using the Joint Architecture Reference Models (JARM) and JARM Technical Service Types (TSTs) for conducting duplication and gap analysis.
  • Strong ability to work with users and stakeholders to develop and refine Sensor program requirements in response to evolving mission needs.
  • Proficiency in using DOORS Next Generation (DOORS NG) for managing requirements and interfacing with Enterprise Requirements Management systems.
  • Experience with tools such as JIRA, CONFLUENCE, and Tableau for tracking requirements, documentation, and managing backlog progress.
  • Experience with NGA and/or NSG/ASG programs or projects.
  • Background in working on Intelligence Community (IC) or Department of Defense (DoD) programs or projects.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a polygraph.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
