The Port of Portland is Hiring for an Engineering Manager, Survey! Are you passionate about managing a variety of staff and being a great resource in all things survey? Your Role: We are seeking an individual to both manage staff and function as the stamping (licensed) surveyor of record for numerous documents. This position manages in-house staff covering survey, utility locating, and engineering services, along with consultant staff covering land surveying, hydrographic surveying, and aerial mapping services. This position provides guidance to staff through expert knowledge of emerging tools, technologies, and projected resource requirements, and acts as a technical resource on the most complex and demanding projects. Essential Job Duties
-
- Provide leadership and direction to a large team of surveying and engineering staff in technical and personnel issues.
- Manage in-house and consultant resources to meet the surveying needs of the organization.
- Manage survey projects by providing professional land surveying services.
- Stamp and sign surveys as the surveyor of record.
- Develop and manage department budget and expenditures.
- Participate as an active member of the Design Services Management Team.
- Manage development of work products produced by external consultants to meet project goals by providing in-house knowledge of facilities, systems, and procedures.
- Provide project support during construction including survey and staking requests, interpreting technical issues, and reviewing for contractual compliance.

Minimum Qualifications
-
Education and Experience
- Bachelor's degree in surveying, geomatics or related field required.
- Master's degree desired.
- Minimum eight years of progressively more responsible experience as a senior surveyor, with demonstrated successful experience as a lead and/or manager; OR
- Any combination of education and experience that demonstrates the ability to perform the job duties.
- Professional Land Surveyor (PLS) - OR, Oregon State Licensure Board, required.
- Professional Land Surveyor (PLS) - WA, Washington State Licensure Board, desirable.
- Valid Driver's License - State DOT, required.
Demonstrated Skills & Abilities
- Advanced level of resource management and staff development.
- Advanced technical competence in surveying procedures, practices, technology, applications, laws and regulations.
- Demonstrated experience addressing change management and unexpected issues.
- Advanced level of current industry techniques and practices for constructability.
- Advanced interactive CAD design skills.
- Advanced ability to design, coordinate, and/or manage projects and tasks.
- Advanced ability to accurately and concisely provide and document technical information to engineers, project team members, and/or engineering management for updates and/or to influence decisions on technical issues.

Compensation Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity. SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of May 12, 2025.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
- Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
